Cooke reviewed 1987 Summer Construction Projects and Park Maintenance tasks. He complimented Larry Chalfant for fine job by Parks Department. New Business: Andy Laidlaw presented schematic drawings, prepared by McCall Design, of the Shoreline Park Development near Mill Park. The drawings and preliminary park plan were reviewed at length by all present. After discussion, the following recommendations were developed for City Council review: (Some are changes/modifications of the McCall Design sketches.) A. New Boat Ramp & Launching Dock That a new boat ramp be installed, south of the existing launching ramp. This ramp would be two cars/trailers wide (25' - 30') and would involve installation of an additional dock south of the new ramp. The new dock would be approximately 60' - 80' long. It was recommended that a "swimming --no boat area" be established south of the new dock and that a buoy line be established for swimmer safety. (This project could be likely funded by County Waterways funds.) B. Parking on East Lake Street 1. Abandon the current practice of boat/trailer parking on lake -side of East Lake Street. Use this only for autos without trailers. The need for trailer parking near the area was stressed. The need for a short-term (road -side) "staging area" was mentioned. 2. Parking at present city parking lot behind former State Land Building be restricted to day -use --no trailer parking, this should be park/beach users. C. 1. East Lake Street should be developed as a one way -north bound street. This route would include staging area for boats, ramp access, with short-term parking on shoulder of street. Mill Alley would continue in practice as a two-way street. The need for short—term (72 hour) parking need be nearby. Overflow and long—term trailer parking is suggested to be moved to McCall Airport area. D. Park Construction/Clean—up Committee supported the proposed plan and design as presented. Methods of accomplishing completion were discussed-,--„, 7 Committee supported grant applications but stressed that locally lead _�_ and funded piece meal" construction could become a met od to accomplish the plan over a period of years. The committee supported the idea of a walkway/path along the waterfront, with particular support of linking walkway to the Art Roberts Park area. Chairman Williamson scheduled next meeting for Tuesday, March 8 at 7:30 pm. Meeting will be conducted at McCall City Hall. Tenative agenda to include: 1. Review of Summer 1988 Park Construction/Maintenance Projects, including R.V. Dump Station. 2. Discussion concerning reservation/fee schedule for reserving parks/beaches for exclusive and/or commercial use. 3. Review of Park Plan and Advisory Committee Role. a. Promotion of facilities, land acquisition, development. b. Review of Mission Statement and future direction of committee. RV Dump Station - Highway 55, proposed by McCall City Council FEBRUARY 1988 Prepared by Hugh Cooke, Recreation Director PARK AND RECREATION ADVISORY COMMITTEE PROGRESS REPORT WINTER 1988 A. REPORT ON SUMMER CONSTRUCTION/MAINTENANCE PROJECTS COMPLETED IN SUMMER 1987 1. Landscaping, Drainage, Expanded Parking - Fairway Park 2. Information signs, City wide system initiated - for major parks, beaches, recreation sites (1988 signs include Tennis Courts, Fairway Park) 3. Rehabilitation and re -surface - Two (2) South High School courts. Included new playing surface, nets, playing lines, repaired fencing, repair lighting with self -timers, parking lot improvement. Replacement of two center courts metal chain link nets with quality nylon nets with center tie -downs. (1988 project will include wind screen as a playing back drop.) 4. Clean-up, repair of Rotary Beach, including repair drinking fountain, removal of hazardous swings. 5. Clean-up, repair of Mill Park including landscaping, new volleyball net, sign repainted, sidewalk repair, trash re- moval, new stairs. 6. Landscaping and beautification of Fire Station grounds. New planter box with flowers and shade tree. This will be improved/expanded for summer 1988. 7. New buoy lines at Rotary Beach for swimmers area. These projects were made possible through the efforts of city employees in Public Works, Parks and Recreation Department. Ralph and Sandy King did an excellent job as Park Maintenance employees. Larry Chalfant made equipment and materials available for the various projects. The State -funded Summer Youth Employment Crew did much of the site clean-up and maintenance projects. B. CLEAN-UP OF WATERFRONT PARK AREA (Cutty Sark to Mill Park) 1. A major project took place during the autumn with Public Works Department employees doing a much needed cleanup of water front area. Logs, rocks and metal trash were collected and removed from the lake shore. Many loads of trash were hauled away. The area around the water station was thoroughly cleaned, and an open storm drain - ditch was put into perforated pipe, graded and leveled. Over 500 cubic yards of beach sand were transported by city crews to the new site. This sand was taken from the North Beach area with permission of State of Idaho Lands Department. McCall Design has a contract with the City of McCall for pre- liminary site design. This plan will be submitted prior to -1- March 1st. Input from McCall City Council, Park and Rec- reation Advisory Committee members and the general public will be solicited before the project proceeds. The funding of this project is not finalized or certain. It is likely that grant applications will involve State Waterways funding or Federal Land and Water Conservation Funds. PARK AND RECREATION ADVISORY COMMITTEE February 1988 POTENTIAL SUMMER 1988 PROJECTS Prepared by Hugh Cooke, Recreation Director A. ROTARY BEACH - with City council permission and with adequate funds from City of McCall and McCall Rotary Club, these tasks may be completed: 1. Beach/Shoreline clean-up, including logs and boulders; 2. Screening, clean-up and landscaping East end of Beach - on property line; 3. Removal of abandoned swing set; 4. Additional installation of park benches, picnic tables and barbeque fixtures; 5. The repair and improvements of retaining walks, including handrails, steps, etc.; 6. Stump removal and tree inspection. 7. The development and installation of a children's playground/ play apparatus. This would include great attention to user safety, product upkeep and maintenance. The playground may need to include a master plan that requires several years to complete. B. WATERFRONT CLEAN-UP The area from Cutty Sark to Mill Park will continue to receive attention with clean-up and rehabilitation. Much study must be done to satisfy various users and private property land owners. For 1988 tasks include: 1. Further shoreline clean-up - removal of additional logs, abandoned docks, rocks, etc.; 2. Spreading of existing beach sand - if time and water level permit, and the hauling of additional loads from North Beach; 3. Facility repair and improvements at Mill Park, including gates, parking spaces, painting, landscaping, etc.; 4. Develop street -side parking and traffic control in the area of the Marina; 5. Clean-up of area near the Gentry property on the lake shore. C. TENNIS COURT PROJECT The very positive response from the public has lead to review of further improvements for the city/school tennis courts. For 1988 projects include: 1. Installation of directional signs from Highway 55 to tennis courts; 2. Install sign at site "Public Tennis Courts"; 3. Install wind screen/paneling on southern end; 4. Investigate resurface and upgrading two (2) additional tennis courts. Project would include bringing court to a safe, com- petitive standard. Currently the end fences are too close, minimizing the run out area. To correct the problem, the center dividing fence must be relocated, and net posts must be relocated. This project with new posts and nets, resurfacing -3- and refencing would cost under $10,000. This could be com- bined with the addition of a full size outdoor basketball court over a present tennis court area. The final product would include the current two (2) southern lighted courts, two (2) new resurfaced regulation tennis courts and a full size resurfaced outdoor basketball court. It is possible that this project could be completed in the Summer of 1988. It would be more economical to do this summer as the paving/fencing contractor has already secured work projects in McCall for the coming summer. The above project needs final approval from the McCall - Donnelly School District and the McCall City Council.
