HomeMy Public PortalAbout03-19-1979 PROCEEDINGS OF THE COMMONCOUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MARCH 19, 1979 1 The Common Council of the City of Richmond, Indiana, serving as a Board 2 in charge of the operation of the Richmond Power & Light Plant, met in 3 regular session March 19, 1979 at the hour of 7:00 p.m. in the Municipal 4 Building of said City. Councilman Ahaus presided with the following members _ 5 present: Messrs. Elstro, Williams, Austerman, Merchanthouse, Mills, Carter, III6 Paust, and Welch. Absent: None. The following business was hadto-wit: 7 8 Councilman Williams moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Mills and on unanimous voice vote, the motion 10 was carried.. 11 12 Councilman Welch moved to approve the following bills., transfers and investments, 13 seconded by Councilman Carter and on unanimous voice vote, the motion was 14 carried: 15 16 -APPROVE THE FOLLOWING: 17 Bills in the amount of $184,097.78 18 Bonds and Interest Coupons 23,816.25 19 1 Payroll 87,547.93 20 21 TRANSFERS FROM.-CASH" OPERATING FUND TO: 22 Cash Reserve Fund . 67,105.92 23 . . Depreciation Reserve Fund 42,118,63 24 Utility Bond. Sinking Fund 68,438. 3.4 25 26 INVESTMENTS PURCHASED: • 27 * Cash 'Operating Fund 540,000.00 28 ** Depreciation Reserve Fund - 241,870.81 29 ** Cash Reserve Fund 135,000.00 , -. 30 ** Bond -Sinking Fund 68,000.00 III 31 32 * Short Term Treasury Notes, yielding 9.25% 33 '** Treasury Notes Maturing 1/4/80,-yielding 9.25% 34 35 Chairman Ahaus announced the Policy and Planning Committee will meet March 36 21 at 7:00: p.m. at RP.&L. - 37 38 Councilman Carter, Chairman of the Finance Committee, stated his Committee , 39 will meet Wednesday at 12:00 noon to discuss capital expenditures. 40 41 General Manager .Irving Huffman stated a hearing had been set- before the 42 Indiana Air. Pollution Control Board to reconsider the one (1) violation and 43 to get Wayne County reclassified from the nonattainment status. This status was 44 placed upon the County in 1976. Upon arrival at the hearing', they were handed 45 new evidence and told the previous violation was not. going- to be discussed. 46 Mr. Huffman recommended petitioning this Board for their Maymeeting for a 47 re-hearing. . 48 - 49 Mr. Huffman has tabulated the-_bids..for a.telescoping aerial device and recommends 50 the bid of Altec .of. $16,451.00 .be..accepted-..as ,being 'the -lowest and best bid. 51 Councilman. Williams so': moved, seconded by Councilman Paust and on a call of 52 the roll, the following was...recorded:- .Ayes: Elstro, Williams, Austerman, 53 Merchanthouse,. Mills,., Carter,, Paust, Welch and Ahaus. Noes: None. The vote 54 being nine (9) to zero (0) in favor of the motion. _III . 55 56 Mr. Huffman had requestedpermission at the last. meeting to receive bids at III57 this meeting- for two (2)_ new cars and one- (1) 4wheel drive vehicle. Due • 58 to a problem with advertising, these bids are=.not ':being:received_tonight. and 59 'Mr. Huffman requests permission.. to receive .these b.ids_.a.t the next meeting. 60 Councilman Mills so moved, _ seconded by. Councilman Welch and on a call of the 61 roll, the following was recorded: Ayesy Elstro, Austerman, 62 Me'rchan.thouse, Mills, Carter, Paust, -Welch. and Ahaus Noes: None. The vote 63 being nine' (9) to zero (0) in favor of the motion. Richmond Power & Light Cont. March 19, 1979 Page 2 1 Mr. Huffman has tabulated the bids for one 1979 truck cab and chassis and 2 recommends the bid of Fred First Ford of $8,883.32 be accepted as being 3 the lowest and best bid. Councilman Elstro so moved, seconded by Councilman 4 Welch and on a call of the roll, the following was recorded.: Ayes: . Elstro., 5 Williams, Austerman, Merchanthouse, Mills, Carter, Paust, Welch and Ahaus. 6 Noes: None. The vote- being nine (9) to zero (0) in favor of the motion. 7 8 Mr. Huffman has tabulated the bids for one 1979 30-HP riding trencher and 9 recommends the bid of Ditch Witch of $9,499 be accepted as being the lowest 10 and best bid. Councilman Austerman so moved, seconded by Councilman • 11 Carter and on a call of the roll, the following was recorded: Ayes: 12 .Elstro, Williams, Austerman, Merchanthouse, Mills, Carter, Paust, Welch and 13 Ahaus. Noes: None. The vote being nine (9) to zero (0) in favor of the 14 motion. 15 16 Mr. Huffman has tabulated the bids for one 1979 45 HP riding trencher and 17 recommends the bid of Vermeer of $24,874.00. He noted the bid of. Davis 18 Power & Equipment Company does not include an out rigger, which .is..necessary 19 in their operation. There were some exceptions in bidding by Vermeer which 20 Mr. Huffman pointed out. A representative of Ditch Witch.was in the audience 21 and stated he could bid a cheaper machine with the exceptions which are in 22 the Vermeer bid. After discussion, Mr. Huffman stated he would rebid this 23 piece of equipment. 24 25 Mr. Huffman has tabulated the -bids ' for.5005 aluminum alloy .conductors and 26 recommends the bid of Brownstown Electricof $60,882.80 be accepted as being 27 the lowest and best bid. Councilman Merchanthouse so moved, seconded by 28 Councilman Mills and on a call of the roll, the following was recorded: Ayes: 29 Elstro, Williams, Merchanthouse, Mills, Carter, Paust, Welch and Ahaus. Noes: 30 Austerman. The vote being eight (8) to one (1) in favor of the motion. 31 : 32 City Attorney Ed Anderson examined proof of publication.' for. wooden poles and 33 found it to be inorder. Councilman Mills moved the proof be accepted and 34 filed, seconded by Councilman Welch and on unanimous voice vote, the motion . 35 was carried. 36 37 The following bids were received and recorded: North Pacific Lumber 38 . Company $30,018.50; Southern Wood Piedmont Company $32,997.40; and. 39 International Paper Company $28,734.00. . Mr. Huffman requested .these .bids - 40 be -referred to him for study, evaluation and recommendation.
