Councilman- Ahaus presided with the following 5 members present: Messrs. Elstro, Williams, Austerman, Merchanthouse, Mills, 6 Carter and Paust. Absent: Welch. The following business was had, to wit: 78 Councilman Williams moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Mills and on unanimous voice vote, the 10 . motion was •carried. 11 12 Councilman Carter moved to approve the following- bills and investments, 13 seconded by -Councilman-Paust and on unanimous voice vote, the motion was 14 carried. 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $ \780,280.23 18 Bonds and Interest Coupons 3,402.50 19 - l 'Payroll 91,053.98 20 21 INVESTMENTS PURCHASED: , 22 Cash Operating Fund $1,157,000.00 23 Depreciation Reserve Fund 513,947.35 24 Bond Reserve Fund . 120-.024.13 25 Bond Sinking Fund 68,438.34 26 -Cash Reserve Fund 190,361.80 27 28 All investments are short term U.S-. Treasury-Notes, yielding 9-.25 and. 9.75% 29 - ! 30 Chairman -Ahaus announced the Policy and'Planning Committee will be meeting III31 March 13, 1979-at "7r00'Pp.m-. to review the-discussion -to date and start 32 formulating-some recommendations-for Council. There will be no meeting on 33 the fourth Monday. of this month. 34 35 General Manager Irving Huffman requested authorization to accept bids at the 36 next meeting for'approximately: $30,000 worth of wooden ,poles. Councilman 37 Elstro moved:this authorization be given, seconded by Councilman Paust and 38 on unanimous 'voice- vote, the-motion was carried. 39 : 40 Mr. Huffman requested authorization to accept bids at the next meeting for 41 , one four wheel drive vehicle.. Councilman Williams moved this authorization 42 be given, seconded by Councilman Paust and 'on unanimous .voice vote, the 43 motion was' carried. 44 45 Mr. Huffman. requested` authorization to.accept bids for two new cars at the 46 next meeting.. . One will replace a 1970 Chevrolet and the other will be used 47 in .the Meter Department replacing a pick-up truck.' Councilman Paust moved 48 this authorization be given, seconded by `Councilman Williams. Councilman Mills moved the bids be referred to Mr. Huffman, 24 seconded by Councilman Elstro and on unanimous voice vote, the motion was 25 carried. 26 27_. Mr. Huffman statedWayne County has been listed as a hon-attainment county 28 - since one violation occurred in 1976 by the Air Pollution Control Board and 29 ' , EPA. A petition was filed for re-classification and will appear on the 30 agenda for March -13. If a proper hearing cannot be obtained, Mr. Huffman 31 asked authorization to engage a law firm to enjoin and restrain the State of 32 Indiana from adopting the State Implementation plan. 33 34 Councilman Austerman moved that. the General. Manager be authorized to engage 35 the law firm of Haymaker,. Hirsch -& Fink to enjoin and restrain the State of 36 Indiana, seconded by Councilman Paust and on a call of the roll, the 37 following was recorded: Ayes:'. Elstro, Williams, Austerman, Merchanthouse, 38 Mills, Carter, Paust and Ahaus. Noes:. -None.
