RICHMOND POWER & LIGHT PLANT, 'FEBRUARY 19, 1979
1 The Common Council of the City.of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session February 19, 1979 at the hour of 7:00 p.m. in the Municipal Building
4 of said City. Councilman Ahaus presided with the following members present:
5 Messrs. Elstro, Williams, Austerman, Merchanthouse, Mills, Carter, Paust,
III6 and Welch. Absent: None. The following business was had, to wit:

8 Councilman Williams moved to approve the minutes of the previous meeting as
9 prepared-, -seconded by Councilman Mills and on unanimous voice vote, the motion
10 was carried.

12 Councilman Carter moved to approve the following bills, transfers and
`13 inv'estments- as presented, seconded by Councilman Welch and' on unanimous 'voice
14 vote, the motion was carried.

32 Chairman Ahaus announced the Executive. Meeting will be 'Monday, February 26
33 _ at RP&L at. 7:00 p.m. The .Policy & Planning Committee will be meeting at noon
34 on Friday and, if needed, at 5:00 on Monday. Councilman Carter announced the
35 Finance Committee.will meet .Mohday noon at"RP&L. - Councilman Austerman stated
36 - the Policy.& Planning Committee have questioned- the R.W. Beck report in some
37 detail and have asked certain: questions be answered. The'Committee will have
38 a recommendation within the.next month. It was recommended Mr.'.Huffman send
39 a copy of the Beck report to .the Library and to the-- Chamber of Commerce. .

41 General Manager Irving A. Huffman noted that,- concerning- the..-bids .due today for
42- bare- stranded 5005 aluminum--alloy:con-ductors,• today' is-a holiday' for the mail
43 service and only one (1) bid has been received. Re, 'therefore;. reques..ts
44 premission to_ readvertise the bids to- be received at the next meeting. The .
45 one (1) bid received will be held unopened until that-time and ,.the. company will
46- be so notified. . . Councilman Austerman-moved 'to suspend rule 6 to -allow a motion
47 to•be- presented with- it not being- in writing-forty-eight -(48) hours -before
48 the meeting, seconded by Councilman Paust and on unanimous voice vote, the
.49 motion:was:'carried.

51 Councilman Austerman..moved.to .extend the bid date to two (2) weeks from today,
52 , seconded by Councilman Paust and on unanimous voice vote, the±-motion. was
53 carried. Chairman Ahaus recommended notifying those who have already submitted
54 or are submitting bids post marked with the proper date that their bid has
- 55 been received and, unless they want it back, we will honor it as received and
III 56 . it will remain sealed. Mr. Huffman stated Mr. Jim Johnson will contact these
57 companies. ... _-

59 Mr. Huffman requested authorization to receive bids at the next meeting for one
60 30 horsepower trencher, one 45 horsepower trencher with back hoeand boring
61 attachments, and one truck chasis and aerial device. The approximate costs -
62 are $12,000, $25,000 and $25,000 which are all in the budget. Councilman Williams
63 moved to give Mr. Huffman this authorization, seconded by Councilman Austerman
64 and on a call of the roll, the following was recorded: Ayes: Elstro, Williams,
65 - Austerman, Merchanthouse, Mills, Carter, .Paust, Welch and Ahaus. Noes: None.
66 . The vote being nine (9) to 'zero (0) in favor of the motion.

1 Mr. Huffman discussed House Bill 1630, which is a "sweetheart marriage"
2 between the privately owned utilities and REMCs. The REMCs would get frozen
3 territories and the privately owned utilities would get construction work
4 in progress, which would allow higher rates being charged during this time.
5 This bill was not advantageous for municipally owned utility companies, and
6 they opposed that part. of the bill which involved them; consequently, they
7 were, taken out of the bill.

9 There being no further business on motion duly made, seconded and passed, the
10 meeting was adjourned.
