Attached is a memo describing recent activities related to the potential use of the Wallin Woods House for civic groups, and railroad modelers. Since the construction ofthe new Village hall is some three years away, the old house on the 6 acre parcel will decay and attract vandals without some regular use of the structure. The Staff is looking for guidance from the Mayor and the Board to pursue temporary occupancy during this intervening period. 4) ADDITIONAL LIQUOR LICENSE CLASSIFICATION. Pursuant to the direction of the Mayor and the Board at the last Board meeting, we are exploring the creation of a new classification for a liquor license for service on premises. Commonly, this is called a "bar". Perhaps a more discrete name classification would be "tavern".Our existing classifications cover restaurants and restaurants with bars and distinguish between the square feet for the restaurant area and the bar area. Since this most recent application does not focus on the restaurant usage, existing classifications are deficient in accurately describing the operation. The Staff is currently reseaching area communities and their definitions and regulations governing the operation of a tavern. This material will be available Monday evening. 5) ANY OTHER BUSINESS. Lincoln Highway Plainfield, IL 60544 Re: Des Plaines Street Streetscaping Project No. 89370 Dear President and Board: In July we began work on Phase I of the Des Plaines Street Streetscaping project. Phase I, per the ternrls of the Village's request for proposals, entails the design and permitting of a watermain replacement project on South Des Plaines (Phase I, 2a.), the development of a concept plan for "maximizing parking" on South Des Plaines (Phase I, 1.), and final design for roadway and storm sewer improvements on South Des Plaines (Phase I, 2b and Ia.) The watermain is nearly completed with restoration planned for this spring. The Board has previously discussed the project and directed that the 600 block be parallel parking and that no parking be allowed in front of the park. Based upon this direction, Village Center has constructed it's sidewalk and planter to accommodate a 45'-4" roadway (53 feet existing) with a 10-inch (10") elevation i:nerease at the alley. As part of their work, Village Center will add a storm sewer inlet in the alley, resurface the alley, and construct a new curb along Des Plaines Street in front of their building. Until the 500 block of Des Plaines Street is, as a minimum, resurfaced, the project will not have a truly "finished look" because the new curb will be up to 10 inches (10") higher than the existing pavement. Attached is our October 14 letter including exhibits of the existing condition attd two alternates. Reconstruction versus resurfacing. We recommend reconstruction. 2. Overhead utility lines. All options include a $110,000 per block estimate for relocation of overhead utility lines. Pavement width in the 500 block. We recommend 40' with posted "no parking" and yellow curb in Front of the park. This provides for a continuous curb line in the 400 and 500 blocks. The first proposal showed angled parking for the entire length of DesPlaines Street from Lockport Street south to Commercial Street. The second proposal indicated angled parking on DesPlaines Street between Chicago Street and Lockport Street and parallel parking for the remainder of DesPlaines Street from Chicago Street south to Commercial Street. After discussion, the committee concurred that the DesPlaines Street Improvement Proposal #? was the preferred design based on the following findings: • Parking would be added within the downtown where parking is currently limited. • It preserved more of the existing parkway trees. • Parallel parking on streets is safer (than angled parking) for pedestrian traffic when the street is designated to be shared by both bicycle and vehicular traffic. • Less impact on the surrounding residential neighborhood. Burghard, Village Administrator Date: February 4, 1999 Subject: Wallin Woods Property Some potentials have arisen in recent weeks regarding the use of the old house on our six acres in Wallin Woods. The Staff and I have done some initial research, but before we proceed further, we need same direction from the Mayor and Board. On January 21, a meeting took place at the Village Hall between the Midwest Railroad Modelers, representatives of the Plainfield Historical Society, Mr. Bates of Main Street, Trustees O'Connell and Smolich and myself. One of the Charter Railroad Modelers is a Plainfield resident, Mr. Dennis Foulke. The Modelers are a nationally known club and had operated out of Batavia. That facility is closing. The purpose of the meeting was to explore mutual interests, discuss long-term plans anal determine whether or not any of us could help and benefit each other. Historically, Plainfield does have roots with railroad interests and one of our prior residents constructed one-fifth scale locomotives. Within the downtown we hosted a working trolley repair station and that~building still stands. Mr. Lambert of the Historical Society reviewed for those present, his efforts to search for eligible grants for historic preservation and. transportation museums. The modelers offered the potential to reconstruct "old" Plainfield as a model, and the E.J. & E. and tie this into the relocated depot. While the existing "trolley" building is 26,000 square feet, a large portion of it reflects additions made over the years and these additions mask the true origins of the building. As a long-term goal, the Historical Society and the Village may explore grants to acquire the building and locate the Society at that location. The space needs of the Modelers ranges from 3,000 square feet to 4,000 square feet and their national reputation attracts visitors from around the world. We discussed the potential of temporarily occupying the old house on our property at Wallin Woods and agreed to meet at that location on Saturday morning the 23rd of January. On that date, Mr. Smolich, Mr. Stelzer and myself met with representatives of the Modelers to explore usage of the house. The exterior is generally in good shape, but there are some drainage problems causing the crawl space foundation to heave and settle. 23145 W. LINCOLN WIGHWAY • PLAINFIELD, ILLINOIS BQ544 • (815) 43B-7Q93 • Fax (815) 438-195Q Actually, the house appears to be two individual structures, with usual carpenter built roof rafters, joined together at the middle by a small 8' x 8' foyer. The south end of the house has the potential through remodeling and removing walls to create a meeting space far approximately 20 people and has access to the small porch that faces south. The north section of the house is essentially one living room, a bath and atwo-car garage. There is no potential to enlarge this section without new construction. The living room is approximately l5' x 20". The exterior needs minor work, landscape removal, trimming of trees, downspout extensions and temporary repairs to the foundation. If this structure were used publicly, some gravel parking would be needed. The interior if used for public purposes would need handicapped accessibility, proper exits and emergency lighting. There is the potential for this structure to be used for local civic groups, an the south side, and on the north side by the Railroad Modelers. Volunteer labor and donations frarn local contractors and supply houses may make it feasible for temporary use until the Village needs the site for its Village Hall. The Modelers have expressed an interest in using the north side for a nominal rent and their volunteer labor to "fix it up". I'm sure we could get other civic organizations to do likewise far the south side. Considerations we have to take into account include: A. If we charge any rental, the property becomes income producing and will be taxable property to the assessor. I would forego nominal rent in exchange for maintenance, occupancy and volunteer labor and railroad displays for the new depot. B. We assume some greater insurance liability with a structure opened to the public and I am concerned particularly about its driveway access onto Route 30. C. Several "public access" issues arise from bathrooms to ramps to exits to lighting. All can be solved, but at a dollar cost. D. Volunteer labor requires supervision, specific plans, and again a liability issue. E. We have worked hard to have the Walloon Woods developer comply with our concept of "new town" development. The present structure does not fit into that mold. However, as a TEMPORARY structure and use and with full communication to that developer this incongruity can be overcome. Nonetheless, all the above can be overcome and there exists along-term potential to bring the Modelers and the Historic Society together in a mutually beneficial manner. Suppose they were to eventually enjoy the same building. With some creative planning and a retail component, they may well be the draw for our Central Business District. C: I urge caution, however, in not making our central business district and the TIF a "tax free zone." That would defeat our ultimate objective. Trustee O'Connell is attending a "depot" meeting with the Historical Society on Thursday, February 4 and will be able to report on that related matter. The Staff has not completed its research and a complete review will not be available until that night. We axe collecting license definitions and regulations from several other communities, but they do not appear to address the issues raised by the Board at the last meeting.
