HomeMy Public PortalAbout02-05-1979 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER"'& LIGHT PLANT, FEBRUARY 5, 1979 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session February 5, 1979 at the hour of 7:00 p.m. in the Municipal Building 4 of said City. Councilman Ahaus presided with the following members present: 5 Messrs. Elstro, Williams, Austerman, Merchanthouse, Mills, Carter, Paust, 6 and Welch. Absent: None. The following business was" had, to-wit: 7 8 Councilman .Williams moved to accept the minutes of the previous meeting, as 9 prepared, seconded by Councilman Elstro and on unanimous voice vote, the motion 10 was carried. 11 12 Councilman Carter moved to approve the following bills and investments, seconded 13 by Councilman Welch and on unanimous voice vote, the motion was carried. 14 15 APPROVE THE FOLLOWING: 16 Bills in the amount of $ 796,255 .89 17 Bonds and Interest Coupons 122,693.75 18 2'Payrolls 181,018.13 19 20 INVESTMENTS PURCHASED: 21 Cash Reserve Fund 546,737.50 22 Cash Operating Fund 2,353,087.47 23 Utility Bond Sinking Fund 68,438.34 24 Consumers Deposit Fund 27,000.00 25 Depreciation Reserve Fund 841,777.84 26 Utility Bond Reserve Fund 662,692.95 27 $4,499, 734.10 28 29 Chairman Ahaus stated the next Executive Meeting will be February 26 at 7:00 30 p.m. at RP&L service building. The Policy and Planning Committee meetings III 31 are secheduled for February 9 at noon, February 12 from 7:00 to 9:00, February 32 23 at noon and February 26 at 5:00 p.m. 33 34 General Manager Irving Huffman stated that at the last meeting bids were 35 opened for an automobile. The bid of Wellings Dodge for a Dodge Aspen for 36 $4, 700.00 is the lowest and best bid and he recommended purchase of this 37 vehicle. Councilman Williams moved awarding the bid to Wellings Dodge, 38 seconded by Councilman Carter and on a call of the roll the following was 39 recorded: Ayes: Elstro, Williams, Merchanthouse, Mills, Carter, Paust, 40 Welch and Ahaus. . Councilman Austerman was absent at this time. Noes: None. 41 The vote being eight (8) to zero (0) in favor of the motion. 42 43 Mr. Huffman reported on the I&M rate increase which went into effect December 44 23 and the only one RP&L is now involved in. There was a pre-hearing conference 45 in Washington D.C. last Wednesday at the Federal Energy Regulatory Commission 46 to discuss a settlement between I&M, RP&L and the staff of FERC. The day 47. before I&M had been notified they had lost their ----treble -damage case in -South 48 Bend. At-the__Washington=_meeting, _the=sta_ff= issued new top sheets as to what 49 the rate increase ,should be, which showed I&M's rate increase should be a 50 negative four million .dollars. I&M was not prepared, so that was the end of 51 the conference. This is to. all utilities involved. Northern Indiana Public 52 Service Company and RP&L are in the same category as both have inter-change 53 contracts. Mr. Huffman thinks there will be a rate increase, however, it 54 should be minimal. 55 56 Mr. Huffman requested authorization to receive bids on February 19 for special 57 conductors. The approximate cost for these will be. $100,000.00. Councilman 58 Mills moved to give authorization to receive bids, seconded by Councilman 59 Elstro and on a call of the roll, the following was recorded: Ayes: Elstro, 60 Williams, Austerman, Merchanthouse, Mills, Carter, Paust, Welch and Ahaus. 61 Noes: None:' The vote being nine (9) to zero (0) in favor of the motion. 62 63 Mr. Huffman presented Council members a review of the 1978 operations noting 64 a 3.27% increase in kilowatt hours sold. The operating revenues increased 8% 65 and net income went up. Residential customers were increased 326 and commercial 66 increased 24. Investment per dollar sales is 3.28 and percent of ownership is- 67 69. 78. RP&L Minutes Cont.
