3) ROUTE 59 IMPROVEMENTS - PLAINFIELD/NAPERVILLE ROAD. IDOT plans
to improve Route 59 within the next few years including the viaduct, the intersection at
Route 126 and the intersection at Plairtfield/Naperville Road. These plans were developed
several years ago, but only funded recently. At the last Public Works Committee meeting
representatives from IDOT reviewed these plans with the Staff and Committee looking
specifically at the Plamfield/Naperville intersection and its proximity to Rt. 126 together
with changed traffic patterns. An immediate question can arise as to whether or not a
signalized intersection at Plainfield/Naperville Road is too close to the Rt. 126 intersection.
The elimination of this proposed signal then raises subsequent questions of intersection
configuration. Should the intersection be reduced to "right in-right out?" Should the
intersection be closed? Where are the resulting traffic patterns and resulting casts?
As of the Agenda preparation, the Staff has not had time to properly address all these
questions. We have noticed informally the adjoining area, the Fire Department and the
Police Department to attend the meeting. Visuals are being prepared as well.
4) VILLAGE CENTER SITE PLAN REVIEW. At our last Board Meeting we decided to
review the progress of the Village Center construction. At the general direction of the Board,
Mr. Bryant, the developer of the site, has been instructed to realign his fence and relocate the
portable toilet from in front of his neighbor's property. Additionally, some inquiry was
raised about available parking for the new building.
I have enclosed with the Agenda relevant copies of prior material, minutes and leases.
Permits for construction of the building were issued only after Mr. Bryant provided leases
for off-site parking spaces. Mr. Bryant has been invited to the meeting. Internally, we have
established February 1st as the date for the Village to be operational at the new site.
