A BOARD IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, JANUARY 2, 1979
1 The Common Council of the City of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session January 2, 1979 at the=_hour of 7:00 p.m. in the Municipal Building
4 of said City. Councilman Ahaus presided with the following members present:.
5 Messrs. Elstro, Williams, Austerman, Merchanthouse, Mills, Carter, Paust
6 and Welch. Absent: None. The following business was had, to-wit:

8 Councilman Williams moved to approve the minutes of the previous meeting as
9 prepared, seconded by Councilman Elstro and on unanimous voice vote, the motion
10 was carried.

12 Councilman Carter moved to approve the following bills and investments as
13 submitted, seconded by Councilman Welch and on unanimous, voice vote, the
14 motion was carried:

16 APPROVE THE FOLLOWING:
17 Bills in the amount of $ 618,908, 80
18 Bonds and Interest Coupons =0=
19 1 Payroll 88,269.35

21 INVESTMENTS PURCHASED:
22 * Cash Operating Fund 250,000.00

24 * Short term treasury notes, yielding 9.5%

26 Chairman Ahaus announced the Executive meeting will be January 8 in the
27 Board of Works Room at 7:00 p.m. with Mr. Paul Hirsch, as well as Mr.
28 Irving Huffman, to discuss recommendations for the recent Public Service
29 Commission meeting on the I&M refund. The Committee will also be meeting
III30 January 22 at the RP&L service building.

32 General Manager Irving Huffman requested authorization to receive bids for
33 one (1) automobile at the January 15 meeting. He noted the specifications
34 will be for a 108" wheel base. Councilman Williams. moved that the General
35 Manager be authorized to accept bids for one (1) automobile to be received
36 on January 15, 1979, seconded by Councilman Elstro and on unanimous voice
37 vote, the motion was carried.

39 Mr. Huffman stated a copy of the Commissioner's order on the I&M refund was.
40 received last Wednesday.

42 Councilman Welch noted there was a pictorial map placed in the paper by
43 Conrail with an ad proposing change of routes and abandoning of lines with
44 reference to the line between Indianapolis and Richmond as proposed
45 abandonment. Mr. Huffman stated they have to make publication for filing
46 of any future abandonment; however, there would be hearings held for the
47 abandonment of that line.

49 There being no further business on motion duly made, seconded and passed,
50 the meeting was adjourned.
