The purpose of this memo is to express the Police Department's concern
over any changes in the IDOT plans for signalization of Route 59 and Naperville
Road.
Traffic continues to be a real problem for our community, as we experience
growth both within our Village and from the surrounding areas. Since most of our
developments have occurred within different areas of our community and/or outside
of our Village, it has placed a burden on many of our residential streets. This is
especially true in the older part of town i.e. Dillman, Lockport, and Eastern Avenue,
where these streets often see traffic volumes far exceed roadway design and/or
intended use.
However, Naperville Road was a former highway, and houses have been
built farther from the roadway; also this roadway was designed for heavier use.
Although we have restricted truck traffic, we do not feel we should reduce or restrict
vehicular traffic. We expect continued growth to the North, not only by Plainfield
but by neighboring municipalities. As Naperville Road extends northward into both
Bolingbrook and Naperville, we should keep our options open for possible
expansion of this roadway. Currently, traffic counts indicate we have between
3,800 and 3,900 motorists using this roadway on a daily basis. If this traffic were
diverted onto Mill Street and/or Michigan Street, we would be compounding an
already congested road and intersections on Route 126. Additionally, these vehicles
would be forced to another non-signalized intersection.
When looking at a traffic plan, the Police feel that signalization should occur,
if possible, within a business district and not a residential area. It is for this reason
that the Board needs to look at the makeup of this Route 59/Naperville Road
location. We currently have heavy truck usage by at least four businesses, i.e. Baish
Construction, John Green, Dan's Concrete, and Nabby's; plus we may be getting it
from Harbor Construction which is currently under construction. I feel we should
keep in mind the commercial element of Naperville Road at Route 59.
The relocation of Naperville Road traffic onto Mill/Michigan certainly will
have an impact on the Fire Department, as they will have additional curves/corners
to deal with while attempting to respond. Additionally, depending on which street
the Village would use to divert this traffic and its design, we could be adding a very
hazardous condition to this street. Another Police concern would be a major street
like Naperville Road's regional use to the North, not having access by any of the
state routes.
I am aware concern was raised about the closeness of Michigan Street to
Route 59/Naperville Road. If this is an issue, I feel the Village could look at
abandoning this street and putting in driveways for current businesses. This would
reduce safety issues and cut-through traffic movement.
Many of the motorists using Michigan Street drive on it to either avoid the
congestion of Route 59 southbound, or are northbound and avoiding the traffic
light. Proper signalization should remove this need. Another issue that should be
addressed is Commuter Rail Service. The Village, at one time, preferred a
commuter station at a site along Route 125, east of Route 59. The loss of the
Seating Concepts building may provide a location for this site. Restricting access to
Route 59 would diminish its potential.
Finally, our Transportation Plan would suggest this roadway to be identified
as a Minor Arterial, although it would eventually stop at 127`" Street. The Police
feel if alternate routes are developed, i.e., 127`" or 119`", as Major Arterials, then the
Village could remove the signals if it deemed necessary.
Our Transportation Plan, individual Trustees, and Department Heads, all
have visions of how to handle traffic solutions for the Village. Unfortunately, very
few have yet to come to fruition. It appears that IDOT will install signals at this
location, and the Police Department feels it's in the Village's and motorists best
interest to retain these signals.
