The reports highlight operational and financial activities for both the Orange County Transportation Authority and Riverside County Transportation Commission segments of the 91 Express Lanes. Recommendation Receive and file the 91 Express Lanes status reports for the months of April 2022 through January 2023. Kirk Avila Overview Crowe LLP, an independent accounting firm, has completed the annual audit of the Orange County Transportation Authority 91 Express Lanes financial statements for fiscal year 2021-22 and has issued its independent auditor ’s opinion. A copy of the audited financial statements is attached for the State Route 91 Advisory Committee review. Recommendation Receive and file the Orange County Transportation Authority Fiscal Year 2021-22 91 Express Lanes Annual Financial Statements. Megan Kavand Overview Eide Bailly LLP, an independent accounting firm, has completed the annual audit of the Riverside County Transportation Commission 91 Express Lanes financial statements for Fiscal Year 2021-22 and has issued its independent auditor ’s opinion. A copy of the audited financial statements is attached for the State Route 91 Advisory Committee review. Recommendation This item is for the Committee to receive and file the Fiscal Year 2021-22 Riverside County Transportation Commission 91 Express Lanes Fund audited financial statements. Jennifer Crosson Overview The Riverside County Transportation Commission (Commission) intends to implement an amended and restated RCTC 91 Express Lanes Toll Policy and Toll Schedule, which is being presented to the State Route 91 Advisory Committee for consideration and input. Recommendation Allow public comment and consider and provide input on the amended and restated RCTC 91 Express Lanes Toll Policy and Toll Schedule, to take effect as of the date the RCTC 15/91 Connector opens to the traveling public.
