3) REVISED PERSONNEL POLICY MANUAL. Enclosed is a memo from Mr. Minick
together with a summary of changes, additions, and deletions from the existing 10-yeaz-old
personnel policy. This matter was begun by the Village last year and while the progress in
completing it did not keep up with my eazlier estimation, it is substantially mare
comprehensive and detailed than previous policies. The Staff has put in an untold number
of hours balancing the needs of the taxpayer, management, and employee desires. Had this
matter been given to an outside consultant, it would have cost $15,000 to $20,0000. The
__ procedure is to review the personnel policy and subsequently adopt a Resolution at a regular
Village Board Meeting. Staff will be in attendance at the meeting to answer any of your
questions.
4) LAKE MICHIGAN WATER ALLOCATION. Part of our evaluation of the radium issue
is the Village exploring long-term alternate water solutions. One of these is access to the
Kankakee River from the vicinity of its confluence with the Illinois and DesPlaines.
Leadership for that evaluation is being taken by the City of Joliet. Participants at this paint
include Joliet, Channahon, Shorewood and the Village of Plainfield. A likely delivery point
would be County Line Road az~d Caton 1~azm.
Baxter and Waadman, who is our consultant on the radium issue, will evaluate that study
when it is completed together with their analysis oftreatment facilities for our existing wells
to remove radium. Additionally, we are looking at the possible wholesale purchase of Lake
Michigan water through Citizens Utility Company. Their line, already approved in terms of
Lake Water allocation and the ICC, will be in the vicinity of I-SS and Naperville Rd. In
order to viably anticipate Lake Water as a long-term solution, it is necessary to secure a
formal lake water allocation. This necessitates the appearance at various hearings and the
assembly of substantial data. Staff is recommending that we authorize Baxter and Woodman
to include within their existing contract the necessary work to represent us through the
allocation hearings.
