A BOARD IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, OCTOBER 2, 1978
1 The Common Council of the City of Richmond, Indiana, serving as a board in
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session October 2, 1978 at the hour of 7:00 p.m. in the Municipal Building of
4 said City. Councilman Ahaus presided with the following members present:
5 Messrs. Elstro, Austerman, Merchanthouse, Mills, Carter, Paust and Welch.
6 Absent: Williams. The following business was had, to wit:

8 Councilman Elstro moved to approve the minutes of the previous meeting as
9 prepared, seconded by Councilman Merchanthouse, and on unanimous voice vote,
10 the motion was carried.

12 Councilman Welch moved to approve the following bills and investments as
13 submitted with the proviso that he and Councilman Carter meet with personnel
14 of RP&L regarding the bills presented to the. Committee matching those.
15 figures presented on the agenda. Councilman Carter seconded and on unanimous
16 voice vote, the motion was carried.

34 Chairman Ahaus announced a meeting at RP&L for Monday, October 23, 1978 at
35 7: 00 p.m.

37 General Manager Irving Huffman presented proof of publication for the
38 purchase of one (1) truck chasis and one (1) aerial device. City Attorney,
39 Ed Anderson, found it to be in order and Councilman Austerman moved it be
40 accepted and filed, seconded by Councilman Elstro and on unanimous voice
41 vote, the motion was carried.

60 Councilman Austerman moved to refer these bids to General Manager Irving Huffman
61 for tabulation, evaluation, and recommendation at the next meeting, seconded
62 by Councilman Elstro and on unanimous voice vote, the motion was carried.

1 General Manager Irving Huffman asked authorization to pay up to a maximum of
2 $1,300.00 to the Indiana Municipal Electrical Association for legal and
3 consulting help in an effort to obtain a workable joint agency bill. Councilman
4 Welch moved to allow a maximum of $1,300.00 for legal services to obtain a
5 workable joint- agency, seconded by Councilman Merchanthouse and on unanimous
6 voice vote, the motion was carried.

8 Councilman Elstro requested RP&L send a crew to South "J" between 9th and llth
9 where two (2) aluminum street light poles are leaning and another one is not
10 working.

12 There being no further business on motion duly made, seconded and passed, the
13 meeting was adjourned.
