L/NCOLN H/GHWA Y, PLA/NF/ELD. 7J CALL TO ORDER, ROLL CALL. 2) M/NOTES -Approval of Workshop Minutes, June 8, 7998. 3) SEWER SYSTEM CONSUL TANT'S /NTER/M REPORT. Representatives of Walter E. Deuchler Associates will review their work to date on the inflow and infiltration study, state financed low interest loans and potential time frames for constructing the planned new sewer plant. The Village has secured, in the past, the property on which to build the new plant, but there remains issues of access, adequate public notice and financing that will require a sustained, long-term focus on the Board's part. Because of the project's complexity and extended time frame, we need to focus on the matter initially at the full Board level and then assign it as a specific objective of the Public Works Committee regarding physical planning and the Finance Committee regarding the financial issues. It is not unusual for the design, financing, construction and shakedown to take 3 years. This project needs to be initiated immediately. 4) TAX /NCREMENT F/NANC/NG. In early August the T/F Consultant, Tyrkla, Pettigrew, Allan and Payne, will present some of their initial eligibility findings and recommend the boundary limits of the tax district. This will require formal response, direction and authorization on the part of the Village Board. Since Mr. Rock, Mr. Smolich and Mr. Stalzer own property interests within the likely borders of the eligibility district, they will have to disclose to the Village Clerk said interest and refrain from any and all involvement with the redevelopment plan. Another option is to exclude their interests from the district; however, that is counter productive from the district objectives. This matter needs to be resolved prior to the next meeting with the consultant. 5J ANY OTHER BUS/NESS.
