Enclosed for the Workshop Agenda of May 11, 1998 is a request from Mr. Waldorf and MainStreet of Plainfield for a street closing for Harvest Fest this Fall, and the partial closing of Illinois Street for Strawberry Fest. While I believe that this matter was discussed previously by the Board and the minutes of March 23 so reflect that discussion, I felt that the entire Board should respond to a specific request written by MainStreet. A close reading of the minutes of March 23 indicate that Harvest Fest itself was not on the Agenda, although it was, in fact, discussed. I have made a specific telephone call to the Chamber of Commerce asking them to notify all their Chamber Members an Lockport Street of this discussion. If the Board agrees with .the MainStreet request for Harvest Fest, then I would recommend that it be scheduled for a regular Village Board Meeting considered by Resolution and that we make sure all affected businesses are re-invited. • CJ Apri124, 199$ TO: Terry Burghard FROM: MainStreet Plainfield, Inc. RE: Harvest Fest MainStreet Plainfield, Inc. will be holding Harvest Fest in Downtown Plainfield on Saturday and Sunday, September 26th and 27th. To facilitate holding the event, we request that the Village provide permission and the required logistical support to close the following streets during the time period of 7 a.m. on the 26th. to 6 p.rn. on the 27th. 1) Illinois Street between Lockport Street and the Library Parking Lot. This closure is needed for the normal events (pony ride,' petting zoo, etc.) that are set-up an Illinois Street. Access to Kelly's barber chap would be available through the alley, and access to the Municipal Parking lot would be through the north entrance from lllinois Street; 2) DesPlaines Street from Lockport Street to the alley behind the south part of Lockport Street. This closure is needed for food vendors. Access to the Municipal Parking Lot would remain through the alley and Lockport Street. Access to the businesses on the south corner of Lockport Street would be through the south part of DesPlaines Street and the alley; 3) Lockport Street between Division Street (Rt. 59) and DesPlaines Street. Closure will allow sidewalk sales to be set-up on the street so the sidewalks will remain clear, and it will also allow safe crossing of the street. This will require rerouting of traffic. The best manner to reroute the traffic would be the decision of the Village, but we suggest that through car traffic follow the truck route and that access to other Village streets be allowed . With proper signage, this would allow nearly normal customer access to all business nat on the 400 and blocks of Lockport Street. Since the requested closure is on the weekend, truck traffic should be reduced. MainStreet will work with the Village; as needed, to assure that the rerouting has as minimal impact as possible on traffic flow, while maintaining access to businesses not on closed streets. MainStreet will work with those retail and service businesses that potentially may be affected by traffic rerouting to help minimize business impacts. We feel, based on the positive response received from the public, that the requested street closures result in a more enjoyable Fest atmosphere. We recognize that businesses may be negatively affected, but would hope that with advance notice and creative marketing, those business may be able to make the Fest a positive event. If you, or the Village Board, requires additional information related to Harvest Fest activities, we would be willing to discuss this at the committee level. Our Board of Directors has determined the dates for Strawberry rest based on recommendations from our promotion committee, We ask the Village, on our behalf, to make plans to close the following street: Illinois Street from the corner of Illinois Street and Lockport Street to the entrance of the municipal parking lot. The dates and times for Strawberry Fest are as follows; Saturday, May 30th 10:00 a.m. to 9;00 p.m. and Sunday May 3l st ] 2:00 noon to 5:00 p.m, We ask that you close the street mentioned as of b:00 a.m. the morning of Saturday, May 30th, so that we can set up. Clean up will be from 5:00 p.m, to `1:00 p,m. Sunday May 31st, the street could then re-open at 7:00 p,m. that evening. If this basic concept for the street closure i$ acceptable to the Village, please send us a map of the proposed closing so that we may communicate with the local businesses to get suggestions to fine-tune the plan.
