HomeMy Public PortalAbout05-01-1978 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MAY 1, 1978 • 1 The Common Council of the City of Richmond, Indiana, serving as a board in charge of 2 the operation ,of the Richmond Power & Light Plant, met in regular session May 1, 1978 3 at the hour of 7:00 p.m. in the Municipal Building of said City. Mr. Ahaus presided 4 with the following members present: Messrs. Elstro, Williams, Austerman, Merchant- 5 house, Mills, Carter, Paust, and Welch. Absent: None. The following business was III 6 had, to-wit: 7 . 8 Councilman Williams moved to approve the minutes of the previous meeting, as 9 prepared, seconded by Councilman Mills and on unanimous voice vote, the motion was 10 carried. 11 12 Councilman Welch moved to approve the following bills and investments, seconded by 13 Councilman Austerman and on unanimous voice vote, the motion was carried. . 14 15 APPROVE THE FOLLOWING: 16 Bills in the amount of $859,532.05 17 Bonds and interest coupons 576.25 18 1 Payroll 84,913.54 19 • 20 INVESTMENTS PURCHASED: 21 *Cash Operating Fund 395,000.00 22 **Cash Operating Fund 635,000.00 23 ***Cash Reserve Fund 68,875.83 24 ***Bond_ .Sinking Fund 68,052.07 25 ****Depreciation Reserve Fund 569-,467.93 26 27 *U.S . Treasury Notes, maturing in 60 days, yielding 6.425% 28 **C.D.'s maturing 5/30/78, yielding 6.425% 29 ***C.D.'s maturing 7/5/78, yielding 6.375% 30 ****C.D.'s maturing in 1 year, yielding 7.225% ill 31 32 Councilman Austerman moved to suspend the rules and allow a. motion to be presented 33 on approval of the format of the report card, seconded by Councilman Mills and on 34 unanimous voice vote, the motion was carried. 35 36 Councilman Austernnn moved to approve. the report card format as proposed by Mr. 37 Delmer Cox, Financial Officer. at Richmond Power & Light,, seconded by Councilman 38 Mills and on unanimous voice vote,' the motion was carried. 39 40 Councilman Mills, Chairman of the Street Light Committee, will check street lighting 41 on North "F" for Councilman Williams. 42 43 General Manager Irving Huffman gave a report on the State Pollution .Control Board 44 Report, Wayne County was listed asa:i.non-attainment county and now has been limited to 45 four (4) townships involving the City of Richmond. It is almost impossible to 46 get off the list of this status. The State, through their monitoring equipment 47 housed in Fire Station at South 8th and "L", has' indicated that Wayne County has - 48 high SO readings . The violation is on a low level. The primary standard can be 49 exceeded one (1) time a year. In 1976, the State's equipment indicated this had been 50 exceeded twice; however, RP&L's equipment indicated no violation at the time. RP&L 51 Was told they should have stacks instead of vents; however, before you can put 52 stacks up, you must have a $50,000 study to see if stacks are needed. The next step ' 53 is to appeal to: the Federal Pollution Control Board, which has to be submitted by 54 the State Pollution Control Board. Councilman Elstro suggested the problem with 55 pollution in this area is Kempers. 1/ 56 57 Mr. Huffman stated this status requires any new industry wanting to come to town 58 to prove they will not deteriorate the air quality in any manner. 59 60 Chairman Ahaus announced he and Councilman Austerman will be attending the Governing 61 Board's portion of the AEPA meeting in Atlanta.
