OPERATION OF THE RICHMOND POWER & LIGHT PLANT, -MARCH 6, 1978 1 The Common. Council of the City of Richmond, Indaina, serving as a board in charge 2 of the operation of the Richmond. Power & Light Plant, met in.._regular session 3 March 6, 1978 at the hour of 7:00.p.m. in the Municipal Building. of said City. 4 Councilman Ahaus presided with the following. members present: Councilman Elstro, 5 Williams, Austerman,. Merchanthouse, Mills, Carter, Paust, and Welch. Absent: None. 6 The following business_ was had, to-wit: 7 8 Councilman Williams moved to approve the minutes of the .previous meeting as 9 prepared, seconded by Councilman Mills and on unanimous voice vote the motion 10 was carried. 11 • ' 12 Councilman _Welch.moved to approve the following bills and investments purchased, 13 seconded by Councilman Carter and on unanimous voice vote the motion was 14 carried: 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $ 780,560.94 18 Bonds & Interest Coupons 1,010.00 19 1 Payroll 85,530.32 20 21 INVESTMENTS -PURCHASED: 22 * Cash Operating Fund 50,000.00 23 **Cash Operating Fund 860,000.00 24 25 * Short term C.D.'s yielding 5% 26 ** Short term C.D. 's yielding 61/2% 27 28 General Manager Irving_Huffman announced the bids received at the previous meeting 29 for three (3) automobiles.. have been tabulated and he.recommends_ the following 30 to be the lowest. and best bids: 94" wheel base automobile - Chevy Scooter for 31 $3480. ; 105" wheel base - Ford Fairmont for $3,803.96; 116" wheel base - Ford 32 LTD for $5,025.64. 33 34 Councilman Austerman moved authorization for the General Manager to accept the 35 bid of Kurdy Brookbank Chevrolet for the purchase of one Chevy Scooter, 36 seconded by Councilman Welch and on unanimous voice vote the motion was carried. 37 38 Councilman Austerman moved. for the. General Manager to accept the bid of Fred 39 First Ford for the purchase of one Ford Fairmont, seconded by Councilman Elstro 40 and on unanimous voice vote the motion was carried. 41 42 Councilman Williams moved authorization for the General Manager to accept the . 43 bid of Fred First Ford for the purchase of one Ford Automobile., seconded by 44 Councilman Welch and on unanimous voice vote the motion was carried. 45 46 Mr. Huffman gave a fuel supply and energy report. The PSC is meeting tomorrow 47 and, since the coal strike is not yet ended, the agenda will be centered around more 48 supplies coming in and the companies reporting as to their current status. 49 Richmond is in a very good position. Many companies have extended their claims as 50 to how many days supply they have basing on their current burn rates. Due to 51 warmer weather and conservation by companies, their burn rates have gone down. 52 Richmond has stuck with normal calculations for burn rate which is the average 53 burn at a peak time at 620 ton per day. We are not using this amount of coal. As 54 RP&L gets closer to a forty (40) day point, RP&L can supplement firing their 55 boilers with oil. 57. This would create a tremendous jump in cost which would be passed on to the 58 consumer. RP&L has kept their purchases of_._coal at the extremely high prices at 59 a minimum.
