HomeMy Public PortalAbout2014.178 (10-07-14)RESOLUTION NO. 2014.178 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD OPTING TO REJECT ALL BIDS AND REPUBLISH THE RFP FOR PRINTING OF THE CITY'S NEWSLETTER —LYNWOOD N' PERSPECTIVE . WHEREAS, on August 19, 2014, the City Council approved the release of a Request for Proposals (RFP) for the printing of the City's community newsletter, Lynwood N' Perspective (LNP); and WHEREAS, the City received a total of three proposals, but only two provided proposals based on the scope of services; and WHEREAS, selecting from the two vendors would result in an impartial evaluation of services and lead to substantially higher costs for the City; and WHEREAS, the goal of the initial RFP was to receive at least three qualifying proposals in an effort to secure an agreement that would provide the most cost effective services for the City; and WHEREAS, in addition to only receiving two qualifying bids, the costs based on a 12 page layout were cost'prohibitive; and WHEREAS, in the event that the City is unable to finalize a new contract for printing services by the end of December 2014, staff requests that the City Council authorize the City Manager to continue a month -to -month contract extension with Queen Beach Printers, Inc. for an amount not -to- exceed $15,000 or three months, which is within the City Manager's purchasing authority; and WHEREAS, City staff recommends that Council reject both bids and re -issue the RFP, which would allow more time for vendors to respond and would be more advantageous to the City. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council opts to reject all bids and republish the RFP for printing of the City's newsletter. Section 2. That the City Council authorize the City Manager to continue the month -to -month contract extension with Queen Beach Printers, Inc. for an amount not - to- exceed $15,000 or three months. Section 3. This Resolution shall become effective immediately upon its adoption. PASSED, APPROVED AND ADOPTED this 7th day of October, 2014.
