RICHMOND POWER & LIGHT PLANT, FEBRUARY 20, 1978 1 The Common Council. of the City of Richmond,..Indiana,. serving as. a board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session 3 February 20, 1978 at the .hour of 7:00 p.m. in. .the Municipal.Building. of said City. 4 Councilman Ahaus presided with .the following, members present: Councilmen Elstro, 5 Williams, Austerman, Merchanthouse, Mills, Carter, Paust, and Welch. Absent: None. III6 The following business was had, to-wit: 7 8 Councilman Williams moved to approve the..minutes of the previous meeting as 9 prepared, seconded by Councilman Mills and on unanimous voice vote the motion was 10 carried. 11 12 Councilman Carter moved to approve the following bills, transfers. and investments, 13 seconded by Councilman Welch and .on unanimous voice vote the motion was carried. 14 15 APPROVE THE FOLLOWING: 16. Councilman Elstro moved to authorize the 40 General Manager to accept the bid of Kuhdy= Brookbank Chevrolet for the purchase of 41 one dump truck seconded by Councilman Williams and on a call of the roll the following 42 was recorded: Ayes: Elstro, Williams, Austerman,. Merchanthouse, Mills, Carter, 43 Paust, Welch, and Ahaus. Noes: None. . The vote being nine (9) to zero (0) in favor 44 of the motion. 45 46 Mr. Huffman stated he has tabulated bids received for one. vibrating plow received 47 February 6, 1978 and recommends the bid of Paul R. Miller. Equipment .Co. of $8,632.00 • 48 as the lowest and best bid. Councilman Mills moved to authorize the General Manager 49 to accept the bid of Paul Miller for the purchase of one Vibrating plow, seconded by 50 Councilman Welch and on a call of the roll the following was recorded: Ayes: Elstro, • 51 Williams, Austermam, Merchanthouse, Mills, Carter, Paust, Welch and Ahaus. Noes: None. 52 The vote being nine (9) to zero (0) in favor of the motion. 53 54 Mr. Huffman presented proof of publication for the purchase of three (3) new automobiles. ill55 City Attorney Ed Anderson found it to. be in order and Councilman Mills moved it be 56 accepted and filed, seconded by Councilman Welch and on unanimous voice vote the 57 motion was carried. 58 59 The Following bids were received and recorded: . There has been a fifteen percent. (15%) drop in consumption. . The 30 hope is now fora twenty-five percent (25%1 voluntary cut back. For every 31 kilowatt hour saved, one pound of coal is saved.. RP&L has a sixty-two day supply 32 at this time. There may be a thirty day period after the strike ends before coal 33 arrives. At the present time thirty-five and a half percent (351/2%) of the street 34 light load has been curtailed. 35 36 Mr. Huffman stated he expects at.- least a forty-eight .(48) hour notice from 37 I&M before their curtailment.
