CITY OF RICHMOND, .-.INDIANA,._SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, FEBRUARY 6, 1978 1 The Common Council of the City of Richmond, Indiana, serving as a board in charge 2 of the operation of the Richmond Power & Light. Plant, met in regular session 3 February 6, 1978 at the hour of 7:00 p.m. in the Municipal Building of said City. 4 Councilman Ahaus presided with the following members -present:.. Councilmen Elstro, 5 Williams, Austerman, Merchanthouse, Mills, Carter, Paust, and Welch. Absent: None. 6 The following business was had, to-wit: 7 8 Councilman Williams moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Mills ,and on unanimous voice vote the motion was 10 carried. 11 12 Councilman Austerman moved to approve the following bills and investments, seconded 13 by Councilman Carter and on .unanimous voice vote the motion was carried: 14 . 15 APPROVE THE FOLLOWING: 16 Bills in the amount of $ 909,632.97 17 Bonds & Interest Coupons. 146,831,25 18 2 payrolls 172,049.27 19 20 INVESTMENTS PURCHASED: 21 * Cash Operating Fund 743,029.11 22 ** Cash Reserve Fund 90,946.72 23 *** Cash Reserve Fund . 113,885. 21 24 ** Bond Sinking Fund 68,052.11 25 **** Depreciation Reserve. 's maturing in 1 year, yielding.6% & 7 3/8% 33 34 Chairman Ahaus announced Councilmen have been furnished an exerpt from Popular 35 Science on coal gasification. Councilmen .will be meeting Monday, February 27, 36 at 7:00 p.m. in executive session at RP&L. . 37 38 General Chairman Irving -Huffman requested authorization to receive bids on February 39 20, 1978 for three (3) new automobiles, one (1) sub-compact for the meter department 40 and two (2) to replace two (2) 1970 Fords. Councilman Paust this authorization be 41 granted, seconded by Councilman Elstro and on unanimous voice vote the motion 42 was carried. 43 • 44 Councilman Mills moved to accept and file proof of publication for bids for a 45 dump truck and mini-sneaker vibrating plow, seconded by Councilman Paust and 46 on unanimous voice vote the motion was carried. 47 48 The following bids for .the mini-sneaker were received and recorded: 49 • 50 Vermeer of Indiana, Inc. $ 14,631.00 51 Less Trade-In 3,646.00 52 $ 10,985.00 53 • III54 Davis. With RP&L's 39 stockpile plan, it is not necessary- at this time to pay these high prices. At 40 request of the Governor, RP&L is encouraging consumers to conserve energy. 41 42 Mr. Huffman reported that last Monday the attorneys and himself met with the 43 Rail Transportation Authority and Conrail and the Penn Central Trustees 44 concerning Conrail line 633. Because this line is not a part of the State Rail 45 Plan, it does not come under the lease arrangement for the $2475 per mile rate; 46 however, this rate is only good until March 31.;• 633 is open and, hopefully,- a' 47 solution can be worked out that will be beneficial to all. 48 49 Concerning the Leas Brothers Development report on coal gasification, RP&L 50 has received some preliminary reports from R.B . Beck and Black & Veatch. They 51 • both requested funds to make a more in-depth study. Mr. Huffman discussed the 52 situation with American Public Power, who referred him to the Electric Power 53 Research Institute Manager of Coal Gasification Projects, who now has the proposal. 54 55 Councilman Mills reported the Street Light Committee met January 13 and recommends 56 installation of 140 streetlights and removal of 44. Councilman Mills moved this 57 recommendation be referred to the Board of Works, seconded by Councilman Austerman 58 and on unanimous voice vote the motion was carried. 59 60 There being no further business on motion duly made, seconded and passed, the 61 meeting was adjourned. 62 Rick Ahaus 63 64 Chairman 65 ATTEST: Jo Ellen Trimble City Clerk
