A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD PROCLAIMING
SUPPORT FOR THE STUDY OF "COMMUNITY ALTERNATIVE 7" DEVELOPED BY THE
COALITION FOR ENVIRONMENTAL HEALTH AND JUSTICE IN CONJUNCTION WITH
COMMUNITY STAKEHOLDERS FOR THE I -710 CORRIDOR PROJECT
WHEREAS, the 1 -710 travels through the City of Lynwood, and the California
Department of Transportation (Caltrans) in partnership with several agencies seeks to
expand this transportation facility, known as the 1 -710 Freeway Improvement Project ";
and
WHEREAS, the City of Lynwood is a member city of the Gateway Cities Council
of Governments (COG) in Southeast Los Angeles, who is a major participant, in
collaboration with Caltrans and other key stakeholders, in the planning of the 1 -710
Freeway Improvement Project; and
WHEREAS, the 1 -710 Freeway Improvement Project will have significant
environmental, economic, and health impacts on the City of Lynwood and its residents;
and
WHEREAS, the Draft Environmental Impact Report/Draft Environmental Impact
Statement (the "DEIR /DEIS ") released in 2012 for the 1 -710 Freeway Improvement
Project, outlined alternatives, including: no build, ten general purpose lanes, ten general
purpose lanes plus four separated truck lanes, ten general purpose lanes plus four
separated advanced technology truck lanes, and ten general purpose lanes plus four
separated truck lanes with a toll, alternative; and
WHEREAS, the City of Lynwood has major transportation infrastructure needs,
and seeks to improve our vital transit infrastructure for the overall betterment of the
community, but only in way to protect our community's general welfare, health and
transportation needs; and
WHEREAS, the Coalition of Environmental Health and Justice ( "CEHAX)
developed "Community Alternative 7 ", which includes the following seven components:
(1) no widening of the general purpose lanes; (2) a comprehensive public transit
element; (3) a mandatory zero - emission freight corridor of four lanes; (4) public private
partnership used to operate the new freight corridor; (5) improvements to the LA River;
(6) a comprehensive pedestrian and bicycle element, and (7) community benefits; and
WHEREAS, Caltrans is considering a recirculated DEIR /DEIS in order to
properly address all comments that have been received and to assess the various
project alternatives, in particular to address the needs and concerns of distressed,
disadvantaged communities that will be adversely affected; and
WHEREAS, the City's ultimate goal is to support much - needed regional
transportation improvements that are equitable across all cities in Southeast Los
Angeles region, but only in a collaborative way that will protect the City's residents,
transportation infrastructure, and preserve the City's health needs; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. By adoption of this resolution, the City of Lynwood respectfully
requests that "Community Alternative 7" be studied in the recirculated Draft
Environmental Impact Report/Draft Environmental Impact Statement for the 1 -710
Freeway Improvement Project.
Section 2. The City Manager, or Designee, is hereby authorized to deliver a
copy of this Resolution to the California Department of Transportation, and /or any
identified agencies and organizations.
Section 3. This Resolution shall be effective immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
