Call to Order The meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) was called to order at 10:00 a.m., at Banning City Hall, 99 East Ramsey Street, Banning, California. 2. Approval of Minutes M/S/C (Wassil/Licata) approve the minutes dated June 17, 2002. 4. Public Comments There were no public comments. 5. CETAP UPDATE Cathy Bechtel, RCTC, announced the extension of the internal corridors public hearings process, but she stated the extended date has not been decided yet. She said that there will be discussion at the October Commission Meeting about having hearing boards made up of representatives of the Commission to allow an opportunity for additional public comments later this year. Ms. Bechtel informed the TAC members that the Governor has AB 1010 to sign regarding the two inter -county corridors on the Orange County Corridor. If he does sign it, part of AB 1010 is a bi-county policy level committee which is made up of elected representatives from Orange County and Riverside County. She stated that on the Moreno Valley to San Bernardino corridor, there is a Technical Advisory Committee meeting September 17, 2002 at 3:30 at RCTC to talk about one additional arterial improvement that has been requested by San Bernardino County. An arterial going from Pigeon Pass area in Moreno Valley, across Box Springs through the Highgrove area and connect to Interstate 10, either from Pepper Street, Riverside Avenue, Rancho Avenue is being proposed. This will not change the preferred alternative that has already been approved by RCTC and SANBAG — the 60/215 through Box Springs with a tunnel connecting over to California Street at Barton Road in the Loma Linda/Redlands area. 6. MEASURE "A" REAUTHORIZATION Eric Haley, RCTC, reported that there were over 110 groups on record supporting Measure "A," including all the Chambers of Commerce, a number of senior citizen organizations, mobile home owners associations. Technical Advisory Committee Minutes September 16, 2002 Page 3 He said there has been just shy of half a million dollars raised and in the bank at the present time. The campaign is anticipated to top out at about $1.4M which would make it the most aggressive campaign in the County's history. There is an internal poll being done on voter support later this week and made available to the campaign committee on the 25th, which will provide a broad sample of about 800 + indicating the nature of the challenge. He further stated that at the present time it is anticipated that the $1.4M will pay for about 7 to 10 county -wide mailers concentrated with a number of specialized mailers. Mr. Haley stated that the Sierra Club, with 118 members in Riverside County, on a split vote is opposed to the Measure. Someone from the Green Party and a couple of Libertarians oppose the Measure. He said that the list of opponents is comprised of individuals and they number less than 25. There is no campaign account or fund and no ability to mount anything other than the rebuttal which is allowed in the voter pamphlet. Mr. Haley summarized by stating that at the present time, it is likely that the Measure will be extended. However, there are still 50 days to go. 7. STIP UPDATE Shirley Medina, RCTC, stated that with the 2002 STIP Adoption, there has been more scrutiny with every amendment and allocation request since April. She said that projects that were programmed in the current year and next fiscal year, 03/04, have been allocated. She said that those projects that have state only funds programmed initially have been given state only funds. She further stated that there is little funding or programming capacity left in the STIP and that it is all in 06/07, even though there is an unprogrammed county share balance remaining for Riverside County. RCTC has approved some projects that still need to be included/programmed in the STIP. She said that the projects will be noticed at the October CTC meeting. The only project amendment requiring action at the October meeting is for Corona, splitting the project on Magnolia Avenue Corridor focusing the STIP money on the interchange and focusing local funds on the local road improvements that are adjacent to the interchange. Ms. Medina further stated that the other projects going forward for notice in November are PPM funds, DeFrain and Jefferson Bridge widening, a project the County inherited from La Quinta, and the 1-10 Indian Avenue interchange in Palm Springs and the 1-10 Jefferson interchange in Indio. She said that regarding the PPM funds, typically projects for PPM have been taken to the Commission one at a time and following Commission Technical Advisory Committee Minutes September 16, 2002 Page 4 approval, they get programmed in the STIP. This time the funds are proposed to be programmed in the STIP as a reservation. Ms. Bechtel further explained that placeholder dollars were put in to give RCTC an opportunity to come back and identify specific projects. Otherwise, all PPM funds would be in the 06/07 year. Ms. Medina said that PPM funds in prior years are still uncertain. She said that she will have more information for the TAC at the October 21 meeting. 8. RTP DEVELOPMENT - LOCAL AGENCY REVIEW OF SCAG DATA Kevin Viera, WRCOG, handed out "DRAFT Attachment 4.1 Local Review Form and Procedures - Forecasting Technical Task Force, August 14, 2002." He indicated that a workshop will be held on September 25, at the City of Riverside, to discuss the procedures for filling out the information for the projections. The workshop is for Western Riverside, Coachella Valley and Imperial County and that its purpose is to go over the forms to be filled out and to answer any questions. He said that SCAG has developed projections based on the methodology regarding population and housing and broken down to jurisdictional numbers. He indicated there are various economic factors, such as birth and death rates, with regards to their industries. The review period is for 2 months. He stated that the numbers will be going to the planning departments (planning directors or their representatives). Shirley Medina indicated that she has attended some of the SCAG forecasting technical task force meetings and that RCTC's interests are being represented very well. She indicated that everyone is welcome to attend the meetings. Mr. Viera said that if anyone is interested and does not want to go to Los Angeles, the meeting will be video conferenced at the Riverside SCAG inland office. 9. 2002 RTIP/FTIP UPDATE Ken Lobeck, RCTC, handed out individual project tracking sheets and new monitoring worksheets. He said that the 2002 RTIP/FTIP should be approved by the last week of September or the first week of October, specifically by October 6. He said it is about a $20B program for the region of which Riverside County has about $2.1B in projects. He indicated that there have not been any issues since SCAG approved it in August. Even though it has not been approved yet, SCAG has given permission to start the amendment process and that the first amendment of about 70 projects, primarily transit projects will be submitted to SCAG about September 18. He asked that he be contacted immediately if an Technical Advisory Committee Minutes September 16, 2002 Page 5 agency has a project that needs to be amended since he needs about two weeks to review the amendments. Shirley Medina indicated that there has been confusion with the RTIP acronym. Agencies need to be careful when using these terms because the RTIP acronym is used for both the FTIP and STIP. She summarized by stating that when talking about a particular project, specify STIP, FTIP, to be clearer about the project. Juan Perez, County of Riverside, suggested that RCTC staff put together a summary of terms and Ken Lobeck offered to do that. 10. QUARTERLY PROJECT MILESTONES AND STATUS REPORTS FOR CMAQ, STPL, TEA, AND STIP FUNDED PROJECTS Shirley Medina indicated that improvement is needed on milestones project tracking. Because of AB 1012 and SB 45, staff is constantly trying to figure out where we are as far as obligating funds, keeping funds from lapsing, monitoring STIP projects to be sure to request extensions, if needed. She further indicated that on a quarterly basis staff is going to provide the TAC with the information that Ken Lobeck has put together so that if an agency is still on track with project milestones, just indicate that nothing has changed. If, however, there are changes to milestones write that down and let staff know. If there is a delay in your allocation date, change it to what is anticipated along with a comment to help staff to stay in line with the status of the project. The same holds true of federal funding so funds will not be lapsed. Ken Lobeck said that spreadsheets in Excel will be sent via e-mail and that the programming summary is merely for information. He indicated that the word "prior" reflects a previously obligated amount. He said that after the sheet has been completed, it should be returned to him and that this process will be done quarterly. '11. UPDATED PROJECT TRACKING SHEETS Ken Lobeck indicated that he is working on a snapshot e-mail version of the tracking sheets and although it has not been successful thus far, he asked that the recipients attempt to open it and let him know if they receive it. He was asked if it could be sent as a PDF file and Ken said the snapshot version should work. Technical Advisory Committee Minutes September 16, 2002 Page 6 12. ADMINISTRATIVE REQUIREMENTS TO COMPLETE CHANGES TO THE FUNCTIONAL CLASSIFICATION STATUS OF STREETS AND ROADS Ken Lobeck stated that the standardized format of this process has changed in that the attached form is available only through him at this time and that he will be happy to e-mail it to anyone who requests it. Louis Flores indicated that Caltrans has sent out updated maps of jurisdictions with a request to review them to see if they include recent changes that may have been sent. 13. RCTC SEPTEMBER 11, 2002 COMMISSION MEETING Cathy Bechtel distributed the Commission Connection and highlighted the section regarding solar panels that are being installed at the La Sierra Metrolink station. She pointed out the paragraph regarding State Route 79 wherein a resolution was placed on the agenda recognizing the importance of securing funds to make improvements on SR 79 from Domenigoni Parkway south. Eric Haley handed out a letter signed by Supervisor Jim Venable and George A. Johnson, Director of Transportation, and informed the TAC members that Supervisor Venable and a number of business leaders in the Temecula/Murrieta and unincorporated areas have been pushing hard for an extraordinary level of commitment, including a reprogramming of the named measure funds on Newport to Keller. He stated that the Supervisor is proposing that fees collected by the County would pay for the Newport to Keller portion and that they would move STIP funding down to a commitment of a project that could be up to $1 OOM for the Domenigoni to Hunter section. It is clearly STIP eligible, with some difficulties. He further stated that the project is still many, many millions behind in terms of being able to fund the project. He said that the Commission urged staff to bring this back to the TAC in October and then roll it into our policy committees as per the normal process and bring it to the November 13 Commission meeting. Cathy Bechtel stated that at the October 21 TAC meeting staff is going to ask for the TAC's recommendation on whether we can approve Supervisor Venable and the County of Riverside's request to move $6M of STIP money that was approved for Newport Road to SR 79, Domenigoni to Hunter. She said that the TAC may feel that the $6M should go down the list of unfunded projects from the last STIIP programming cycle. She also Technical Advisory Committee Minutes September 16, 2002 Page 7 said that the TAC's recommendation will need to go to the Plans and Programs Committee Meeting on October 28 and to the full Commission on November 13. Shirley Medina said that staff will provide the TAC with a great deal of material regarding the origination of the projects and cost estimates. 14. OTHER BUSINESS/ANNOUNCEMENTS Louis Flores reported that Ernie Rogers, who was involved in an automobile accident, is still in intensive care and is due to come out of intensive care within a few days. He is improving and is undergoing a program of physical therapy. He had multiple injuries and has had several surgeries. It is hoped that he will be moved to a facility closer to his home. Cathy Bechtel stated that she received an e-mail indicating that the California Transportation Foundation is going to be involved in accepting tax deductible donations for Ernie or any of the other gentlemen who were injured in that accident. Shirley Medina handed out a Caltrans invitation for applications for transportation planning grants and indicated that the application deadline is November 1, 2002, 5:00 PM. Tim Wassil, City of Indian Wells, announced that the next meeting of the APWA Local Chapter of the Coachella Valley will be at the Desert Willows, October 7 at noon, and the guest will be Dr. Peter Wilson from Cal State. 15. ADJOURNMENT There being no further business for consideration by the Technical Advisory Committee, the meeting was adjourned at 11:50 AM. Respectfully submitted, Shirley M .Yna Program Manager AGENDA ITEM 6 RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: October 21, 2002 TO: Technical Advisory Committee FROM: Shirley Medina, Program Manager SUBJECT: Update on the 2002 State Transportation (STIP) Improvement Program STAFF RECOMMENDATION: Receive and file. BACKGROUND; At the October 2-3, 2002 California Transportation Commission meeting, the 2002 STIP was fully programmed, and therefore, no other projects can be programmed in the STIP until the 2004 STIP adoption in April 2004. As you may recall, in December of 2001, the CTC released their annual report "Issues for 2002". This report identified funding shortfalls with the 2002 STIP. Shortly afterwards, the CTC asked the county commissions to delay projects, especially from the first years of the STIP to the out years due to the lack of funding capacity available in the first two years. Upon the adoption of the 2002 STIP in April 2002, the CTC had recommended projects be delayed generally beyond what the county commissions submitted. Over the summer, projects requested for amendment into the STIP by the counties were scrutinized, with projects being approved and denied by the CTC. With limited funding and programming capacity left in the 2002 STIP, approved amendments resulted in a fully subscribed STIP at the October CTC meeting. Five projects approved by RCTC were not programmed in the 2002 STIP for Riverside County. These five projects were submitted to Caltrans for "Notice" at the October CTC meeting. Prior to the October meeting, the CTC requested Caltrans to remove all projects for "Notice" due to the amount of projects requesting to be programmed in the STIP under "Action" (Amendments are required to be "Noticed" one month prior to "Action"). The five projects are: Agency, Project Description STIP $ - County, Defrain Boulevard $ 810,000 - County, Jefferson road and bridge widening $ 8,963,000 Palm Springs, 1-10 and Indian IC $15,262,000 - Indio, 1-10 and Jefferson IC $10,710,000 - RCTC, Planning, Programming and Monitoring $ • 1,181,000 These five projects were included in the STIP submittal as "reservations" and would be amended into the STIP during fiscal year 2002/03. Unfortunately, project amendments that were submitted since the April 2002 STIP adoption from other counties throughout the state consumed the remaining capacity even though Riverside County's share was not fully programmed. As mentioned above, no more STIP amendments that add funding will be approved. STIP amendments that change the description, or do not add funding can be approved. The next opportunity to program projects will be the 2004 STIP. The 2004 STIP Fund Estimate is scheduled to be released in July 2003. Added fund years will be 2007/08 and 2008/09. AGENDA ITEM 7 RIVERSIDE COUNTY TRANSPORTA TION COMMISSION DATE: October 21, 2002 TO: Technical Advisory Committee FROM: Shirley Medina, Program Manager SUBJECT: Newport Road STIP Reprogramming Request STAFF RECOMMENDATION: That the TAC recommend action on the County's request to reprogram STIP funds from the Newport Road project to SR 79 and forward to the RCTC Plans and Programs Committee meeting on October 28, 2002. BACKGROUND: The Newport Road STIP project was originally approved by RCTC under the 2000 STIP Discretionary call for projects as an earmark for 2002 STIP funds. Newport Road is currently programmed in the 2002 STIP in fiscal year 2004/05 for the construction phase in the amount of $6 million in Regional Improvement Program funds (RIP). At the September 11, 2002 Commission meeting, a resolution was adopted to prioritize improvements for SR 79 and develop a funding strategy that would consider the allocation of future discretionary state and federal funding for widening SR 79 to six lanes. In addition, the resolution states that RCTC will work in cooperation with the County, Caltrans, and other government and private sector entities to expedite improvements to the area. At the same meeting, a letter was distributed from Supervisor Venable regarding the status of the Newport Road STIP project. The letter stated that an EIR/EIS was being required by the FHWA, with FHWA as lead agency for the EIS, and that it would take approximately five years to complete the NEPA process. In order to expedite the Newport Road project, the County is requesting to remove federal funds from the project. The County will fund the project entirely with local funds. The County is also proposing to move the $6 million of STIP funds to the SR 79 (Domenigoni to Hunter) project since the SR 79 project is underfunded and is required to undergo federal processes. The Commission took action to have the TAC review the request and make a recommendation. The TAC recommendation will be brought to the October 28th Plans and Programs Committee meeting. Additional information and material will be provided at the October 21st TAC meeting. AGENDA ITEM 10 RIVERSIDE COUNTY TRANSPORTA TION COMMISSION DATE: October 21, 2002 TO: Technical Advisory Committee FROM: Shirley Medina, Program Manager SUBJECT: 2004 Regional Transportation Plan Update STAFF RECOMMENDATION: Receive and file. BACKGROUND; The 2004 Regional Transportation Plan (RTP) is well underway. SCAG has released the 2001 RTP project listing for review and update. Projects that need to be in the RTP are projects that would receive future federal and state funding and/or are regionally significant. RCTC staff will be including projects that are approved through the Measure A reauthorization, TUMF programs from Coachella Valley and Western Riverside County, Caltrans capital programs, and TEA 21 reauthorization appropriation requests. Projects not included in the above, can be included at the request of local agencies. We will be contacting Caltrans, CVAG, WRCOG, and local agencies over the next couple of months for review and input. The deadline for RCTC to submit RTP project lists is December 6, 2002.
