The Watertown Licensing Board met to consider the application of Arsenal Group, LLC c/o
Boylston Properties for an inflammables storage license to be exercised at 490 Arsenal Way, for
gasoline in the fuel tanks of vehicles parked at the premises.
Alejandro Miranda appeared in support of the application. Mr. Miranda explained that the
applicant is constructing a parking facility for a mixed use office building at the subject property; it
will include a total of 195 spaces: 85 on the parking deck and 110 within the confines of the building.
The Licensing Board voted unanimously to grant the requested license, for up to 3,900 gallons.
Intelligentsia Coffee, Inc.

The Watertown Licensing Board met to consider the application of Intelligentsia Coffee for a
Common Victualler License to be exercised at 810 Mt. Auburn Street. Attorney Ken Leitner appeared
in support of the application.
Attorney Leitner stated that the applicant is working toward establishing a business on a
national scale, with operations already underway in California, Chicago and New York City. The
location is the site of a former pizza shop. It has two handicap accessible bathrooms and 10 parking
spaces. Snow removal will be done so as to push snow toward the front of the property site. There
will be no on-site cooking; rather, bakery goods will be delivered daily, and no sandwiches will be
offered. Delivery of coffee supplies will be via Federal Express, approximately three times a week.
There will be no drive-through service, and the manager is expected to be on site at least 40 hours a
week.
The Fire Department reported that there must be a final sign-off for the fire alarm and
sprinklers before the building permit process is completed and occupancy is allowed; and the Building
Department reported that the permit was issued subject to the condition that final Health Department
approval is given before a rough inspection of the work will be performed.
The Health Department reported that the food service plan application is currently under
department review.
The Zoning Enforcement Officer reported that there can be no increase in the number of seats
from that for the prior use at the site without zoning approval.
Sgt. Grady stated that the Police Department had no objection to the granting of the requested
license, provided that the conditions stated in items 1 through 4 below were imposed. He also
requested, on behalf of the department, the addition of condition 5 below.
The Licensing Board voted unanimously to grant the requested license, subject to the following
conditions:
1. The description of the licensed premises shall be: an estimated 1,917 square feet
including first floor, basement, kitchen space, two bathrooms, and three separate
entrances/exits.
2. Seating capacity shall be 36 persons, as shown on the plan submitted (plan entitled
“Flagship Café 810 Mt. Auburn St. Watertown, MA – Floor Plan” by Abacus
Architects + Planners, dated 11/23/16).
3. The hours of operation shall be Sunday through Wednesday 6:00 a.m. until 8:00 p.m.,
and Thursday through Saturday 6:00 a.m. to 10:00 p.m.
4. There shall be no alcoholic beverages on the premises.
5. Safety poles or bollards shall be placed at the portion of the premises facing Mt.
Auburn Street in order to protect the front doors.
Miller’s Ale House, Inc. d/b/a

The Watertown Licensing Board met to consider the application of Miller’s Ale House for
approval of a change of manager of its premises at 617 Arsenal Street licensed for all alcoholic
common victualler service. Attorney Joseph Devlin appeared in support of the application, together
with Marissa Duffy, the proposed new manager, and Andrew Reynolds, the new regional vice
president.
Attorney Devlin stated that the prior manager had left the business unexpectedly, and that Ms.
Duffy has relocated from New York to assume the role of manager. In response to a question from the
Board, Ms. Duffy stated she was aware of the history of operations at the premises. Mr. Reynolds
noted that, at the time of hiring, employees take the ServSafe alcohol awareness class.
Sergeant Grady stated that the Police Department had no objection to the proposed change of
manager, provided that the conditions stated below were imposed.
The Licensing Board voted unanimously to approve Ms. Duffy as the manager, subject to the
following conditions:
1. The new manager, Marissa Duffy, shall ensure that all bartenders and servers of alcohol
attend and successfully complete an alcohol awareness training program (e.g., TIPS)
within 90 days of hire or expiration of certification. Copies of all certifications shall be
forwarded to the Town Clerk’s office.
2. All other conditions of the license shall remain in place.
D&D Pizza Subs Inc.

The Watertown Licensing Board met to consider the application of D&D Pizza Subs Inc. for a
Common Victualler License to be exercised at 135 Mt. Auburn Street.
The applicant reported that there are to be three tables at the premises, and that the soda
machine will be moved to create space for 12 seats. Sgt. Grady stated that when he had visited the
premises it appeared they could accommodate just about 10 seats, but that he had no objection to 12
seats if they could fit within the designated area. Licensing Board Clerk Julie O’Neil reviewed the
license for the previous common victualler at that site and reported it allowed 12 Seats. The applicants
said they would be willing to make adjustments if needed.
Sgt. Grady stated that the Police Department had no objection to the granting of the requested
license, provided that the conditions stated below were imposed.
The Licensing Board voted unanimously to grant the requested license, subject to the following
conditions:
1. The description of the licensed premises shall be: approximately 600 square feet
including front entrance/exit, side access for deliveries and one restroom.
2. Seating capacity shall not exceed 12, as shown on the plan submitted (floor plan layout
graphic with key for “D&D Pizza 135 Mt. Auburn St, [sic]” received in the Town
Clerk’s office October 21, 2016).
3. The hours of operation shall be Monday through Sunday 9:00 a.m. until 11:00 p.m.
4. There shall be no alcoholic beverages on the premises.
Donohue Holdings, Inc.
d/b/a Donohue’s

The Watertown Licensing Board met to consider the application of Donohue Holdings, Inc.
d/b/a Donohue’s for approval of an alteration of its premises at 85-87 Bigelow Avenue licensed for all
alcohol common victualler service. Attorney Tim McGoldrick appeared in support of the application,
together with John Donohue, president.
Attorney McGoldrick explained that the alterations are for the purpose of enlarging the kitchen,
which is now serving a larger restaurant area than when the business opened. The current size of the
kitchen is only 216 square feet, and the enlargement will be an additional 88 square feet. This will
increase the cooking line length from 9 to 20 feet. In connection with the kitchen enlargement, there
will be some reconfiguring of the dining area and bar. He referenced a revised plan dated December
15, 2016. No change to the function room or exterior seating area is proposed. The anticipated
duration of the work is three to four weeks.
The Fire Department reported that there will be a final inspection of the fire alarm and
sprinkler/kitchen extinguishing system changes in order to close out the building permit process; and
the Building Department reported no issues with the application pending submission of plans.
The Health Department reported that the applicant must submit the food service plan review
application.

1. The description of premises shall be: an estimated 4,900 square feet, including first
floor dining area, bar, and function room, two bathrooms, kitchen, basement and two
entrances/exits on Bigelow Avenue, with additional exit in rear of premises to
alleyway, and seasonal outdoor seating in the rear of the property.
2. Seating capacity to include indoor seating and seasonal outdoor seating; total seating of
212 persons as proposed.
3. All other conditions of the existing license shall remain in place.
In addition, the Board voted unanimously to approve a closure of the premises until the
end of April 2017 to permit performance of the renovation work.

Notice is hereby given that the Watertown Licensing Board has continued the status hearing on
the matter of the wine and malt package goods store alcohol license which had been exercised by 3D’s
Market Incorporated at 129 Waltham Street. The status hearing was opened on November 17, 2016,
and continued to January 19, 2017.
On January 19, 2017, John Donohue appeared on behalf of 3D’s Market Incorporated d/b/a
Bemis Market. The Licensing Board clerk confirmed that a transfer application for the license had
been received and that the application would be placed on the Board’s February 2017 hearing agenda.
The continued hearing on this matter will be held on March 16, 2017, at 7:15 p.m. in the Philip
Pane Hearing Room, Administration Building, 149 Main Street, Watertown, MA.
New Salts, Inc.

Notice is hereby given that the Watertown Licensing Board has continued the status hearing on
the matter of the all alcohol common victualler license granted to New Salts, Inc. d/b/a La Bodega by
Salts for exercise at 21 Nichols Avenue. The status hearing was opened on September 15, 2016,
continued to October 20 and November 17, 2016, and further continued to January 19, 2017.
On January 19, Gabriel Bremer, manager, appeared on behalf of the licensee and reported that
construction progress had been delayed because of health issues with the contractor and loss of time
during the holiday season. In addition, it had been determined that a plumbing code variance was
required for the bathrooms, but that variance has now been approved. The contractor’s last report to
him was that the renovation work would be completed six weeks from January 19.
The Licensing Board voted unanimously to continue the period of conditional renewal of the
license for 2017 to March 16, 2017, the date of the next session of the status hearing.
The continued hearing on this matter will be held on March 16, 2017, at 7:15 p.m. in the Philip
Pane Hearing Room, Administration Building, 149 Main Street, Watertown, MA.
Dionysus, LLC

Notice is hereby given that the Watertown Licensing Board has continued the status hearing on
the matter of the all alcohol common victualler license granted to Dionysus, LLC d/b/a Dionysus for
exercise at Kingsbury Avenue on the Watertown Arsenal campus. The status hearing was originally
scheduled for January 19, 2017, but no one appeared on behalf of the licensee.
The continued hearing on this matter will be held on February 16, 2017, at 7:15 p.m. in the
Philip Pane Hearing Room, Administration Building, 149 Main Street, Watertown, MA. At that time,
if no one appears to report on progress, the Board will consider a Show Cause hearing to determine
whether the license should be suspended or revoked.
