HomeMy Public PortalAboutP&RAC Minutes 1988 03/08MINUTES OF PARKS AND RECREATION ADVISORY BOARD MARCH 8, 1988 Attending: Jim Arp, Dean Martens, Andy Laidlaw, Lynn Miracle and Max Williamson Staff: Hugh Cooke and Bud Schmidt Guest: Rick Fereday, Valley County Waterways Committee Absent: Joel Droulard OLD BUSINESS: Minutes of February 17, 1988 were approved as presented. - Review of Waterfront Park Project Mention of possible water edge sea-wall or retaining wall in the area from Marina to Mill Park. This was proposed by Mr. Jim Arp. This was identified as a longer range project. NEW BUSINESS *Action item for McCall City Council Proposed that Water Department use department surplus funds to finance re -structure or re -siding the exterior appearance of McCall Pump, Station #1 as soon as possible. This will help promote the develop- ment and construction efforts at the park. -Park/Beach Reservation Policy The practicality and necessity for a reservation system was discussed at length. The committee realize an interest for reservations on the part of individuals desiring to host gatherings (weddings, family re- unions, etc.). The committee felt that the Mill Park site was most desired by potential users, but actually had the least of facilities (tables, benches, etc.) to offer. The group discussed that actually a group was limited to renting/reserving grass or sand area. The need for a picnic shelter or pavilion at Mill Park was discussed and all members supported the concept. The location of the current wigwam burner was noted as an ideal site for a shelter/pavilion. This shelter would be appropriate to reserve/rent for gatherings. *Proposal for City Council action That the McCall City Council review the proposed Park/Beach fee struc- ture and reservation policy. The Council was urged to assist the city staff in the development and implementation of the policy. Waterfront Park Development --Marina Area Rich Fereday of Valley County Waterways Committee presented infor- mation regarding funding of boat ramps, boat docks, boater restrooms an boater parking. Council Action Committee urged City of McCall to support the application for Water- ways Improvement Grant. This would be submitted by Valley County Waterways Committee and would involve $80,000 - $100,000 in expenses. The City is urged to assist with a 25% match of this project. Mr. Fereday is responsible for project development and grant application. Future Role of Park and Recreation Advisory Committee: Committee discussed and agreed on future general tasks for the Park and Recreation Advisory. Establish Permanent Committee - General support for a citizen group to advise and promote the development and improvement of park/recreation facilities. Make-up of Committee - five members, each must be from within the City of McCall Impact Area. Term of Service - 3 years staggered in appointment, nominated by Mayor and approved by City Council. Meetings - Biennial at call of the Chairman or as requested/needed by City Council or staff. Chairman - Elected by Committee from membership. Committee Mission Statement - To be developed by staff and approved by City Council. Chairman Williamson adjourned the meeting and announced that the com- mittee will reconvene at the pleasure of the City Council and that new members will be selected and nominated by the Mayor.
