OPERATION OF THE RI'CHMOND POWER & LIGHT PLANT, MAY 17, 1976 1 The Common Council of the City of Richmond, Indiana, serving as a 2 committee in charge of the.:Richmond Power & Light Plant, met in regular 3 session May 1.7, 1976, at the hour of 7:00 P.M. in the Municipal Building 4 of said City. Mr. Ahaus presided with the following members present: 5 Messrs. Austerman, Carter, Cornett, Elstro, Merchanthouse , Mills, Paust .6 and Williams. The following business; was had, to-wit: 7 11/ 8 Mr. Williams moved to approve the minutes of the previous meeting, 9 seconded by Mr. Mills and on unanimous voice vote the motion.was carried. 10 11 Mr. Merchanthouse moved approval of the following bills, final payment, 12 transfers: and investments,' seconded by Mr. Paust and on unanimous voice 13 vote the motion was carried. 14 • 15: APPROVE THE FOLLOWING, • 16 Bills in the amount of $456,645.01 17 Interest coupons 925.00 18 1 Payroll . 72,537.18 19 20 Final payment on Steam Generator , 34,573. 10 21 22 TRANSFER FROM CASH OPERATING FUND TO 23 Depreciation Reserve _Fund $ 91 ,000.00 • 24 Cash Reserve Fund , 60,000.00 25 Utility Bond Fund 68,341 .65 26 27 INVESTMENTS PURCHASED 28 *Cash Operating Fund $100,000.00 29 **Depreciation Reserve Fund 95,113.29 30 , **Cash: Reserve Fund 60,000.00 31- III32 *C.D. 's; Maturing in 6 mos. , yielding 5 5/8% 33 **C.D. 's Maturing in 1 year, yielding 6% 34 35 Mr. Merchanthouse gave an up-date, on Ernst & Ernst. Mr. McGregor of 36 Ernst and Ernst advises that they are on the job here gathbring informa= 37 tion and they are now in the initial stage. There will be a meeting May 38 24 at RP&L at 7:00 p..m. with Mr. McGregor. 39 40 General Manager, Irving Huffman reported that three (3) bids were received 41 at the. previous meeting for a 1976 4-door sedan. Fred First Ford option- 42 ed for a Custom 500 fleet car which did not meet the specifications. All 43 • of the others met specifications including the first bid of Fred First ' 44 Fordo' The low. bidder was Kurdys-Brookbank Chevrolet in the amount Of 45 $5,751 .85 less allowance of $1 ,519.65 for net difference of $4,232.20 46 with a delivery date of 3 weeks. 47 48 After reviewing the bids, Mr. Huffman recommends purchase of Impala from 49 K.urdys-Brookbank. Chevrolet. 50 '51 Mr. Carter moved awarding bid of purchasing of this car to Kurdys-Brook- 52 . bank. Chevrolet, seconded by Mr. Williams and on unanimous voice vote the 53 motion was carried. 54 55 Mr. Huffman requested attorneys set up a meeting with American Electric 56 Power. people. which he attended in New York. Also represented was Indiana 57 and Michigan Electric. Indiana & Michigan filed a rate increase in June, 58 1972. RP&L immediately requested to try to negotiate a contract which 59 would consider a 60 megawatt unit. Black & Veatch suggested installation 60 of a new unit. We have this equipment ready for use and would like to E1 negotiate. the.contract. We were nearing completion of the 60 megawatt 62 unit 'and they were asking rate increase and changing of contract substan- 63 ti'ally. We were compelled to intervene in the case and we have won a 64 battle in court which .says they cannot change our contract. All through ths .case. there have been many delays but 1972 is long gone and we are 65_ into 1976 and approaching the 4th year of the original rate case. RP&L Minutes Cont'd May 17, 1976 Page 2 1 Mr. Ruffman was,•r-ecei:ved by all the top brass and they went over A.E.P. 's 2 fi:nancial problems.. The proposed contract as submitted in 1972 with 3 minor changes was once again submitted. Within the next two or three 4 weeks:, a meeting will be set up in Fort Wayne , at which time i&M will 5 give RP&L a copy of L'&MI:s proposed:contract.
