3) TAX INCREMENT FINANCING.
There is a procedure within State Statutes that permits a municipality to finance creatively
various improvements or developments called Tax Increment Financing (TIF). Mr. Jack
Pettigrew is a recognized authority on TIF and has prepared successfully a number of
required TIF eligibility reports. He has agreed to address the Board and community outlining
various applications and restrictions. A number of local community leaders and property
owners from our downtown have been invited to engage in our discussion. Attached are
summaries of TIF applications.
4) PROPOSED 1998-1999 BUDGET.
Mr. Chris Minick, Finance Director, will review for the Village Board and the public the
salient features of the Proposed Budget. Because of recommended water-sewer rate
increases we need to focus on that issue so any rate increase can become effective at the start
of the budget year.
