HomeMy Public PortalAbout02-02-1976 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, FEBRUARY 2, 1976 1 The Common Council of the City of Richmond, Indiana, serving 2 as a committee in charge of the operation of the Richmond Power 3 :& Light Plant, met in regular session February 2 , 1976 , at the 4 hour of 7:00 p.m: in the Municipal Building of said city. Mr. 5 Ahaus presided with the following members present:. Messrs. Austerman , 6 Carter, Cornett, Merchanthouse , Mills , Paust, and Williams. Absent: 7 Mr. Elstro. The following business was had, to-wit: III8 9 Mr. Williams moved to approve the minutes of the previous meeting, 10 seconded by Mr. Austerman , and on unanimous voice vote the motion 11 was carried. _ 12 13 Mr. Mills moved to approve the following bills , seconded by Mr. 14 Austerman and on unanimous voice vote the motion was carried:. 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $311 ,886.34 18 Interest Coupons 169 ,282.50 19 1 Payroll 78,410. 18 20 21 - INVESTMENTS PURCHASED 22 Consumers Deposits $ 31 ,415.68 23 Utility Bond Reserve Fund 157 ,084.32 24 25 C.D. 's Maturing in one year, yielding 6 1/4%. 26 27 Chairman Ahaus reminded members of the Orientation Meeting at 28 Richmond Power & Light on February 9 at 7:00 p.m. Members will 29 receive an agenda. 30 31 Mr. Merchanthouse reported in regard to special study being 32 conducted. They have a list of questions to present to the 33 Consultant they are interviewing to see if his study would answer 34 questions which were submitted to the committee. Mr. Huffman has 35 been in contact with the Consultant and he will be here the 19th 36 of February at 7:00 p.m. The decision to hire him or not can be 37 decided at that time. 38 39 Mr. Irving Huffman , General Manager, reported on Air Pollution 40 Control Sampling Station. The Air Pollution Control Board has 41 taken test data from the City and Richmond Power & Light Plant. 42 To date there has been no requirement for input and output of 43 pollutant controls. RP&L feels they should only be required to 44 ' provide one sampling station. The Air Pollution Control Board 45 does not like the idea of only having one station. They will 46 send someone to decide how many stations are needed. Additional 47 stations would run $8,000-10,000 additional money. The city has 48 been collecting data which was published a few weeks ago. The 49 data goes back to 1967 and the data collected indicates no 50 problem in the community. One collecting station is at South 8th 51 and "L" which is downwind from the generating station. 52 53 Mr. Huffman is hopeful that the meeting will convince the Air 54 Pollution Control Board that we only need one , with no more than 55 two stations. Our boilers are not of the size to create problems III 56 of nitrous oxide? RP&L Minutes February 2 , 1976 Page 2 1 Mr. Reinke made the following statement: "This is concerning a 2 suggested ordinance dealing with transfer of funds of which I 3 had no knowledge until Mr. Huffman referred to such a proposed 4 ordinance at the January 5 , 1976 meeting. Since then I have 5 talked with Mr. Huffman and conducted some research and am of the 6 opinion that the law contemplates the passage of such an ordinance 7 before any transfer.
