2) MINUTES -Approval of Workshop Meeting Minutes, January 26, 1998
3) DISCUSSION - WALLIN WOODS. At the last Village Board meeting the Board agreed
that the zoning from the property should ga from B-3 to B-5, but the Board was unable to agree on
the question regarding the Preliminary Plat and the variances. The Administrator was directed to
place this item on a subsequent Workshop session to discuss the right-of--way widths and the
variances. The Administrator has scheduled the meeting with the principals of Wallin Woods, but that
meeting will not take place until after the preparation of this Agenda.
3) EXECUTIVE SESSION. The Administrator has requested an Execution Session for the
purposes of Personnel.

Subject: Wallin Woods Development
Late on Thursday, February 5th., Jeff Durbin and Y met with the representatives of Wallin Woods and
the Dreyer Medical Clinic. This meeting was in response to last Monday's Board meeting where a
number of issues were outlined. The conclusion of our meeting on Thursday resulted in a letter from
John Driscoll attached.
In an effort to focus discussion and decision making at next Monday's Workshop, may we proceed
with the following orientation:
1) Rezoning. The Village Board has clearly indicated its desire to permit B-5 zoning as long as
notice and publication proceedings are satisfactory to the Village Attorney. At the present
time, we will reschedule this for a Plan Commission meeting and this is apparently anon-issue
on the part of the Board although the applicant is greatly frustrated about the recycling that
continues about this matter.
2) Right of waX variance request. Initially, the applicant was seeking a variance fora 40 ft.
right-of--way with a 37 ft. roadway. The application is now being changed to request a 60 ft.
right-of--way with a 37 ft. roadway. Striping and turn lanes will be at the discretion of the
Village since it is a public road and if the Village wants parallel parking it is free to do so.
The only question is whether the Village will accept a 60 ft. right-of--way as opposed to an
80 ft. right-of--way. Frankly, a larger right-of--way reduces off street parking, has an effect
on the eventual size of buildings and is not consistent with the theory that the new downtown
should be an extension of the old downtown.
3) Buildin set back variances. These will be requested, if necessary, at the time of development
of individual lots.
4) Lockport Street Bike path. The applicant has amended his plan and the meandering bike path
has been eliminated and a straight sidewalk is proposed.

5) Variance for a sidewalk on the northside of the road. The applicant is removing this variance
request and will install a sidewalk. This should no longer be an issue.
The people from Dreyer Medical Clinic are fighting a precise time line and are now requesting that
we consider preliminary site plan review at this time. Formal application for Site Plan Review will
be concurrent with Final Plat submittal. They are fearful that further delays will produce new issues,
recycle their plan one more time and their deadlines will be missed. They are requesting clarification
of the following:
1) Landscape_Plans. Prior to their preparation offinal site plans they want to know how
the individual board members feel about landscaping for the building.
2) Architectural Review. The applicant, Dreyer will present various alternate designs for
the building and is looking for your view or issues so that they can prepare for final
site plan submittal.
These people have been working with us since August of last year and they do not have a clear idea
of what we want. At our meeting on Thursday, Jeff and I were unable to articulate the needs of the
Board because we don't know what you want either. Let's use this meeting to focus on the positives
and be prepared to make decisions.

On behalf of Plainfield Commercial Partners and Dreyer Medical Clinic, v+e appreciate
your assistance in scheduling our applications to be discussed with village officials and
the Village Board this Monday, February 9, 1998 at 7pm.
We sincerely hope to resolve any miscommunications or misrepresentations in our
applications to date. It is the interest of both Plainfield Commercial Partners and
Dreyer Medical Clinic to resolve any differences amicably, professionally and in the
best interests of the Village as well as the applicants. To that end, we wish tQ offer
