was directed by the Planning and Development Committee to re-
present their plan with any corrections that may have been made.
Their revised plan was delivered to us on November 4 and attached
is a staff report comparing the new plan to the old.
4J PREPARA T/ON FOR JO/NT MEET/NG W/TH PLAN COMM/SS/ON
In attempting to schedule a joint meeting with the Plan Commission,
the Board expressed its desire to focus its attention on developing
a working agenda of issues. Attached is a staff report suggesting
some questions and issues. The Board may refine this initial
direction so a focused agenda can be shared with the Plan
Commission.
l see a tension between our Zoning Ordinance and Comprehensive
Plan, the two do not seem to work hand in hand. The
Comprehensive Plan is a flexible document that recognizes a
changing market and attempts to measure scale and economic
impact. The Zoning Ordinance is a ridged document with arbitrary
constraints, but the most traditional of municipal land use control

measures. Dur Comprehensive Plan suggests that we update our
Zoning Ordinance to a performance-based ordinance and l have
instructed the Planning Staff to secure price quotes from
professional firms so such work can be addressed new Budget year.
That will mediate the existing tension between the documents.
The tension between and among Board members' land use
philosophy will remain however. if we are able to clearly articulate
our understanding of the community and our vision for its future, we
maybe able to concentrate on our mutual positive aspects and build
a working consensus. l am enclosing Chapter 8 of the
Comprehensive Plan, titled, "lmplementation, " to refresh your
memory of the direction we paid for with the Planning Consultant.
