MINUTES OF THE BAY PROPERTY PLANNING COMMITTEE MEETING
DATE: September 13, 2022
TIME: 4:00 PM
PLACE: Hybrid Participation —Zoom/2198 Main Street, Brewster, MA
PARTICIPANTS: Town Administrator Peter Lombardi, Chair Amanda Bebrin, Selectperson Mary Chaffee,
Selectperson Ned Chatelain, Karl Fryzel, Katie Jacobus, Caroline McCarley, Clare O'Connor -Rice, Patricia
Hughes, John Phillips; Liaisons/Representatives, Kathleen Walker, Gary Christen, Sharon Tennstedt, Steve

Call to Order, Declaration of a Quorum, Meeting Participation Statement and Recording Statement:
Amanda Bebrin called the meeting to order at 4:OOpm and read the meeting participation and recording
statements. Ms. Bebrin announced all members of the committee who were present, a quorum was
declared. There were no public announcements or comments.

Status Update on Reed Hilderbrand Consulting Services Proposal
Town Administrator Peter Lombardi provided an update on the consulting services proposal from Reed
Hilderbrand. References were contacted, and those references came back positive. The price proposal from
Reed Hilderbrand was higher than expected and above the current funding allocation. Internal discussions
were had, and the Town plans on meeting with Reed Hilderbrand again to discuss options on September
14th. They are not able to attend today's meeting because there is more work to do in light of their price
proposal. The status of the OneStop grant application for $75,000 is not known yet, and this decision will
likely be announced in October.
Mr. Lombardi answered committee members' questions about this revelation. He agreed that it was
surprising that Reed Hilderbrand knew the project budget and yet submitted such a high price proposal. Mr.
Lombardi also confirmed that the committee was a month behind schedule in this aspect as a result, but the
Town was not inclined at this point to reduce the scope in order to bring down the budget. An application for
a grant for $50,000 from a private organization is also being considered.
Review of Summer 2022 Beach Operations &Events
Mr. Lombardi stated that the beach is now open on the weekends through Columbus Day, which has been
well received by residents. The Touch -A -Truck event also took place during the last week of August, and was
well attended. Moving forward, we need to be cognizant of the fact that CERT only have so much time to
help at these events.

Presentation on Open Space &Recreation Plan —Chris Miller
Chris Miller, Brewster Natural Resources Director, provided an update on Brewster's Open Space &
Recreation Plan. The 2021 Brewster Open Space and Recreation Plan reflects the overall needs of this
community as expressed by its residents in surveys, public hearings, and town meetings from 1970 through
2021. It is a state mandated plan that every community needs todevelop —the plans are reviewed and
approved by the Commonwealth. The plan was sent in for review in 2021 and it has been conditionally
approved —the Project Manager at the Commonwealth has some questions, and the Town is now working
with them on finalizing the plan.
Mr. Fryzel asked what the best way of utilizing this plan would be in relation to this committee's work.
Selectperson Chaffee responded that the Select Board had combed through foundational plans such as this
when determining to purchase the Sea Camps properties. Selectperson Ned Chatelain suggested that all five
of the comprehensive planning documents should be mandatory reading for the committee, as they are a
good framework for this committee's work.
Mr. Miller noted, in response to a question from Ms. Jacobus, that a series of grants are available to
municipalities that have an approved and updated OSRP.
Presentation on Coastal Resource Management Plan —Pat Hughes
Pat Hughes presented on Brewster's Coastal Resource Management Plan. The Town of Brewster's
Coastal Committee is charged with developing a management plan to provide vision and direction for the
future management of Brewster's coastal resources. Brewster's 7 -mile shoreline is part of a dynamic coastal
system. Erosion from storm surges/sea level rise has intensified in recent years, with significant erosion
occurring at some Town -owned landings and access points. Salt marshes and tidal flats will be threatened if
we are unable to keep pace with sea level rise.
Some of the goals of Phase 1 of the CRM involve: increasing the resiliency of public landings and beaches,
preserving the ecosystem services, providing access for water dependent activities, preserving peak -season
access to public beaches, and protecting vulnerable infrastructure.
A discussion among committee members then followed the presentation. Selectperson Chaffee stated that
these plans are incredibly important for the committee to be familiar with. Mr. Lombardi noted that, specific
to First Light Beach, the coastal dune in that area is losing 0.5 feet a year due to erosion — Mr. Miller
confirmed this was correct. Mr. Lombardi added that, anecdotally, adding parking spaces at First Light Beach
relieved the usage pressure on other Town landings. Mr. Fryzel asked if there were any particular takeaways
from the plan that were important for the committee to focus on — Ms. Hughes responded that in terms of
uses of the coastal area of the Sea Camps, structures should be kept away from the dunes.

Mr. Fryzel moved to approve the meeting minutes from August 16, 2022. Ms. Jacobus second. A roll call vote

Discuss Future Meeting Agenda Items
Ms. Bebrin opened the discussion for items that could be discussed at future meetings. Mr. Fryzel stated that
the issue of the consultants should be discussed. Gary Christen asked if, for the next packet, a list of all the
proposed uses that have been discussed could be prepared. Selectperson Chaffee asked if the recent work
done by the Select Board to evaluate the need for a Parks and Recreation Department could be discussed —
Mr. Lombardi responded that it was probably too early for this. Ms. O'Connor -Rice asked if, at the next
meeting, the committee could be presented with more detail on the DIY event. Mr. Fryzel asked if approving
interim use for the BARC and Brewster in Bloom events could be discussed at the next meeting. Ms. Hughes
asked if a policy or criteria on what kinds of interim uses are considered appropriate could be developed. Ms.
Bebrin added that the name of the property itself should be discussed, as confusion has arisen over this.
