HomeMy Public PortalAbout05-15-1975 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MAY 19, 1975 1 The Common Council of the City of Richmond, Indiana,, met in regular 2 session May 19, 1975 at the hour of 7:00 p.m. in the Council Chambers 3 in the Municipal Building in said City serving as .a committee in 4 charge of the operation of the Richmond Power &Light Plant. Mr. 5 Brown presided with the following members present: Messrs. Cornett, 6 Elstro, Geier, Hilton, Marino, Merchanthouse, Mills and Williams. 7 Absent: None. The following business was had to-wit: 8 9 Mr. Brown corrected - minutes of the previous meeting to put his name 10 at the signature of Chairman instead of Mr. Merchanthouse. 11 12 Mr. Geier moved to approve the minutes of the previous meeting as 13 corrected seconded by Mr. Williams and on unanimous voice vote th 14 motion was carried. 15 16 Mr. Merchanthouse moved to approve the following bills, seconded by 17 Mr. Williams and on unanimous voice vote the motion was carried. 18 19 APPROVE THE FOLLOWING: 20 Bills in the amount of $ 568,390.13 21 Interest Coupons None 22 1 Payroll 65,219.35 23 24 TRANSFERS FROM CASH OPERATING FUND TO: 25 Depreciation Reserve Fund $ 91 ,000.00 26 Cash Reserve Fund 60,000.00 27 Utility Bond Fund 68,983.32 28 29 Mr. Cornett asked Mr. Irving Huffman, General Manager, if the Light 30 Plant wasn't supposed to double up on cash reserve payments beginning 31 this month. 32 33 Irving Huffman, General Manager, said payments will be doubled next 34 month. Due to insurance payments and other cash payments coming due 35 we elected not to this month. 36 37 Mr. Cornett commented on editorials in the paper regarding RP&L and 38 on the condition of the Light Plant. 39 40 Mr. Cornett made a motion to transfer 50% of the net income after 41 expenditures to the City as dividend instead of the present $60,000 42 a month, seconded by Mr. Elstro. 43 44 After much discussion it was agreed to take this matter up in executive 45 session and bring it back up at the next meeting. 46 47 Mr. Elstro moved to have the General Manager give each member a list 48 of rates comparing Richmond's rates with other utilities on a quarterly 49 basis, seconded by Mr. Mills and on unanimous voice vote the motion 50 was carried. 51 52 Mr. Elstro moved to investigate the possibility of hiring another 53 consulting firm to do a cost accounting study of RP&L, seconded by 54 Mr. Geier and on unanimous voice vote the motion was carried. 55 56 City Attorney, Robert Burton, examined proof of publication and found 57 it to be in order for Underground Cable. 58 59 Mr. Mills moved to accept and file proof of publication, seconded by 60 Mr. Marino and on unanimous voice vote the motion was carried. 61 Light Plant Minutes May 19, 1975 Page 2 1 The following bids were received: 3A 2 3B 3 Item I Item 2 Item 3 Reel lA 2A 3C 4 5 Westinghouse Elec. 11 ,437.75M 4,228.35M 7,330.00M 250.00 100.00 6 Muncie, Ind. 8-9 Weeks Delivery, Item 3-60 days 7 8 9 Graybar, Elec. 12,335.00M 4,675.00M 7 ,565.00M 110.00 44.00 60.00ea. 10 Indpls. , Ind. 8-9 Weeks Delivery, 60 days 11 12 13 Universal Elec.
