A COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, NOVEMBER 18, 1974
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 November 18, 1974, at the hour of 7:00 p.m. in the Council Chambers in the
3 Municipal Building in said City. Mr. Merchanthouse presided with the fol-
4 lowing members present: Messrs. Brown, Cornett, Elstro, Geier, Hilton,
5 Marino, Mills and Williams. Absent: None. The following business was
6 had to-wit:

111 8 Mr. Mills moved to approve the minutes of the previous meeting, seconded
9 by Mr. Williams and on unanimous voice vote the motion was carried.

11 Mr. Geier moved to approve the following bills, seconded by Mr. Cornett
12 and on unanimous voice vote the motion was carried.

14 APPROVE THE FOLLOWING:
15 Bills in the amount of $ 550,238.87
16 Interest Coupons None
17 1 Payroll $ 66,738.39

19 PROGRESSIVE PAYMENTS:
20 Black & Veatch $ 120,773.55

22 TRANSFER FROM CASH OPERATING FUND TO:
23 Depreciation Reserve Fund $ 91 ,000.00
24 Cash Reserve Fund 60,000.00
25 Utility Bond Fund 66,837.49

27 Irving Huffman, General Manager, requested permission to modify the contract
28 with Old Ben Coal Company to renegotiate price changes every ninety (90)
29 days instead of once a year. Mr. Huffman said this is coal under contract
30 and is one-third the cost of the open market.

32 Mr. Marino moved to authorize Mr. Huffman to renegotiate price changes with
33 Old Ben Coal Company every ninety days, seconded by Mr. Geier and on on a
34 call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro,
35 Geier, Hilton, Marino, Williams and Merchanthouse. Noes ; Mills. The vote
36 being eight (8) to one (1 ) in favor of the motion

38 Mr. Huffman presented the 1975 budget for Richmond Power & Light for the
39 Board's recommendations.

41 Board Chairman, Greg Merchanthouse, scheduled an executive meeting for
42 Tuesday, November 26, 1974 at 7:00 p.m. at Richmond Power & Light.

44 Bruce W. Sumner, business manager of Local 1395, International Brotherhood
45 of Electrical Workers, appeared before the Board requesting the Board's
46 decision after meeting with the employees regarding the problems under the
47 representation of the Employees Association.

49 Mr. Merchanthouse said we will make a statement as to our policy the first
50 meeting in December.

52 There being no further business on motion duly made, seconded and passed, the
53 meeting was adjourned.
