HomeMy Public PortalAbout02-18-1974 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, FEBRUARY 18, 1974 The Common Council of the City of Richmond, Indiana, met in regular session February 18, 1974, at the hour of 7:00 p.m. in the Council Chambers in the Municipal Building in said City serving as a committee in charge of the operation of the Richmond Power & Light Plant. Mr. Merchanthouse presided with the following members present: Messrs. Cornett, Elstro, Geier, Marino, Mills, Shields and Williams. Mr. Brown was absent. The following business was had to-wit: Mr. Mills moved to approve the minutes of the previous meeting, seconded by Dr. Shields and on unanimous voice vote the motion was carried. Mr. Elstro moved to approve the bills, seconded by Mr. Geier and on unani- mous voice vote the motion was carried. APPROVE THE FOLLOWING: Bills in the amount of $440,874.38 Interest Coupons 65,423.75 1 Payroll 62,833.84 PROGRESSIVE PAYMENTS ON: Electrostatic Precipitators $ 35,762.43 TRANSFER FROM CASH OPERATING FUND TO: Depreciation Reserve Fund $ 91 ,000.00 Utility Bond Fund 71 ,254.15 Cash Reserve Fund 60,000.00 INVESTMENTS PURCHASED *Cash Reserve Fund $ 56,392.83 **Depreciation Reserve Fund 500,000.00 **Utility Bond Reserve Fund 85,000.00 *U.S. Treasury Bills maturing 12-17-74, yielding 6.8%. **C.D. Mr. Geier moved to accept and file proof of publication for advertising bids for Oil Circuit Breakers, seconded by Mr. Marino and on unanimous voice vote the motion was carried. I-T-E 69 KV $55,160.00 62 Weeks Incomplete Bid (No tank lifters) Richmond Light Plant Minutes February 18,1974 Page 2 Mr. Mills moved to take bids under advisement and give to General Manager Irving Huffman for further study, seconded by Dr. Shields and on unanimous voice vote the motion was carried. Mr. Cornett moved to authorize Richmond Power & Light to make conservation energy sales to the utilities of the eastern area, seconded by Mr. Geier and on unanimous voice vote the motion was carried. Irving Huffman, General Manager, noted the need for electric power in the eastern United States and the fact that the local utility is coal-fired and has excess, current they can sell under existing energy conservation programs. Mr. Huffman noted savings of $1 million to date in the fighting of I & M's rate increases. More than $400,000.00 has been refunded. Mr. Cornett moved to authorize General Manager Huffman to take bids for switches for the new substation to be built on Rich Road at the March 18 1974 meeting, seconded by Mr. Geier and on unanimous vice vote the motion was carried. The Clerk read a letter from Wayne Elliott, 1915 Straight Line Pike, regarding complaint of noise and vibration. Installation of baffle dampers in the new generator stack resulted from a similar complaint in March 1973. Mr. Huffman stated he would look into the matter again and that final payment will not be made until this problem is rectified. City Attorney Robert Burton suggested sending a copy of Mr. Elliott's letter to the supplier of this equipment. Mr. Williams, chairman of the street lighting committee, reported the program is being stepped up after delay in some areas.
