M. All the members of said guard being present: Messrs, Hallowell, Johnson and O'Neal. mhefollowing proceedings were had, to -wit: - ;ha Board meets to hear all persons interested or whose property is affected by the following described public improvement: improvaraent Resolution No. 208-1909, providing for the lnprovenent of the following portion of Eighth street of said city, from the south line of North A street to the north line of Main street, 'and from the south line of Bain street to the north line of South A street, by paving the roadway of said portions of said street with one of tine kinds of modern pavements, to-,xlt:- Brick, Bitulithic, Asphalt or ooden Block: excepting that portion of said roadway occupied by the streat railway tracks, and for a distance of 18 inches on the outside of the outer rails of said tracks: and by constructing cement curb and gutter on both sides of that portion ofsaid street, south of Main street: and it is further resolved that said portions of said street occupied by the street railway tracks, and for a distance of 18 inches on the outside of tha outer rails thereof, be improved by the Richnond City Railway Company, its successors or assigns, by paving the same with standard brick placed on concrete foundation, according to the Plans and. specifications of the City Civil Engineer, and which last last named portion of said improvement, the said street railway compan, . has elected by written notice to so improve.' After hearing all persons who appeared, and being fully advised in the premises, the Board decides that the benefits to property liable to be assessed for said improvement are equal to the estimated cost of the same as reported by the City Civil Engineer, and thereupon takes final action on said ^'solution as originally adopted, the same being confirmed by a unani- ^cus vote of the Board without modifications petition w.ics presented, signed by Joseph N.
