December 1, 1975
• Call To Order
Meeting was called to order by Mayor Daniels at 6:30 p.m.-
present were Councilman Blackmon, Ragan, Cobb, and Councilwoman Ray.
Councilman Howerton and City Atty. McEntire were not present.
Silent Prayer
Council observed a silent prayer.
Approval of Minutes
Motion made by Blackmon, second by Cobb to approve minutes as
presented. Unanimously approved.
Electrical Inspector
Mayor Daniels stated that Mr. Wayne Gulley was a capable elec-
trical inspector, that his office ran concurrent with the Mayors
term of office, and he saw no reason to consider a change if Mr.
Gulley wished to continue. Council concurred with this opinion.
Garbage service discussion
This item was passed as councilmanHowerton was not present.
Increased sewer rates outside the City
Councilman Ragan said he felt it was worth while to pursue
the matter. He had talked with Ft. Worth and they do charge double
the rate outside the city for water and sewer. It was brought up
• by Ft. Worth that since there is a new state utility commission
can you justify a 50~ increase in rates. Richland Hills presently
has some 61 houses in Hurst on our sewer lines and 5 business places
that Hurst bills and rebates us 2 the billing. We also have 5
businesses outside the city bhat we cudrently bill at our commer-
cial rate. Ragan said he felt we should have some increase to them
whether a percentage ~.ncrease or a flat sum.
Mayor Daniels said as we all know that water revenue subsidizes
the sewer system. He said Ft. Worth was not interested in furnish-
ing water in the area south of our city limits. Mayor Dainiels
said he would discuss this with Fz°eese & Nichols and come back to
the information .
Grant application for signs.
Motion made by Ray, second by Blackmon to approve Resolution
# 5-75 authorizing the Mayor to submit an application to the Gov.
office for assistance in implementing a traffic warning & regulatory
sign replacement project. Unanimously approved.
Park Grant application
Mayor Dannels said if we want to apply for a park grant we need
to determine where the money is coming from. There are no 100
grants, but some 50-50 and 25-75. We have to have land or have our
eye on some land to purchase, this can be used a sn in kind portion
of the grant.
Motion made by Blackmon to table this until someone can come
• up with a suitable plan to work on, second by Ray. Unanimously
approved.
Richland Hills Future
Councilman Cobb asked if the Mayor wanted specifics or general
statements. Mayor Da~hiels said just an outline of their thoughts.

• 1. A revisement of the Advisory Board to the Council or to try
to get the Board to be active.
2. Closer coordination between our whole city-more departmental
items rater than any specific items-probably weekly meetings
of the Department heads would be an advantage.
3. Some kind of a progressive clean up system from the stand
point of excessive trash-we need some kind of organized
procedure .
Councilman Ragan:
Would like to see the Council go along with the Bicentenial
committee- restore our equity in our homes in Richland Hills,
we need a paint-up, fix-up and cause people to have more pride
in their homes-the slogan being "Beautification for the Future
Heritage of Richland Hills."
Councilwoman Ray:
1. Bringing some new interest in as far as industry or what-
ever into the city.
2. Need to make ourselves appear more progressive.
Councilman Blackmon:
1. Set priorities for the city such as Street Improvements
and how we expect to have available funds to work with.
Possibly this can come out at the work sessions.
• Mayor Daniels:
Mayor said we have funds but have to have an election to spend
these funds. We are a city limited in size but we had the
first good library outside of Arlington, a good Fj_re Dept.,
Police Dept., and a good office staff provided with good
machinery and our goal now is to get on the go again.
We have not furnished parks for our citizens as we have been
closed in with no land available, that is something we need
to discuss later. We need to get the city on the go keep our
houses occupied with people saying this is a great city to live
in.
He would like for the Council to think seriously of taking an
amount of money-askin citizens of Richland Hills if they
would approve taking 50,000 and fix this city up to where it
is the best looking area. This money I am talking about is
in the Fossil Creek Improvement Fund but connot be spent with-
out a vote of the citizens.
Councilman Ragan said we would want to itemize how the money was
to be spent. Mayor said he would not ask the people to vote to
spend money if they were not told how we intended to spend such.
It was brought out in further discussion that paint might be
bought and sold to people at cities price to paint their homes,
also they would like to see a project of painting our fire plugs.
Councilman Cobb mentioned also that the Bicentenial Committee
• was also working on some information fora City Newsletter as well
as a recommendation that the fire plus be painted to take the
drabness out of them.

The Committee also wants to see about every home flying a flag
during 1976, also they thought the City should have a flag pole in
• f ront of the City Hall.
Building Inspection
Councilwoman Ray asked our Bldg. Inspector what the procedure
was and how it could be improved upon and if we have a suspence file.
Insped~ r was asked if he inspected the property line set back,
Inspector said he made Lot elevation inspections, foundation, frame
and a final inspection on all buildings. Inspector was instructed
by Council that anytime there was a deviation from Ordinance or
Code for him to Red tag it .
Council Meeting during Daytime
Mayor Daniels said he would like to see one meeting a quarter
to be held in the daytime around one or two o'clock. Councilman
Ragan asked about a meeting being held on Saturday.
Motion made by Ray second by Blackmon that a meeting be held
at 1:30 p,m. quarterly, Blackmon and Ray for, Ragan and Cobb against
Mayor Daniels voted for to break the tie-Motion carried.
First meeting will be held January 5, 1976 at 1:30 p.m.
Motion to adjourn-Unanimously approved.

RESOLUTION NO. ~
RESOLUTION BY THE CITY COUNCIL, CITY OF RICHLAND
HILLS, TEXAS, AUTHORIZING THE MAYOR TO SIGN AND
SUBMIT AN APPLICATION TO THE GOVERNOR'S OFFICE OF
TRAFFIC SAFETY REQUESTING GRANT ASSISTANCE TO
IMPLEMENT A TRAFFIC WARNING AND REGULATORY SIGN
REPLACEMENT PROJECT
WHEREAS, the City of Richland Hills has completed a, survey
of all existing traffic warning and regulatory signs which revealed that 441
of these signs do not meet the standards prescribed by the 1970 Uniform
Manual on Traffic Control Devices; and
WHEREAS, the City wishes to implement a program to suppress
traffic hazards and reduce injuries and economic loss through replace-
ment of obsolete signs with new ones in accordance with National
Standards; and
• WHEREAS, the Governor's Office of Traffic Safety awards grants
to local governments to assist them in providing uniform standards for
traffic control devices; and
WHEREAS, the Governor's Office of Traffic Safety requires a
resolution adopted by the City Council authorizing the submission and
designating the signatory of said application for grant funds.
NOW, THEREFORE, be it resolved by the City Council of the
City of Richland Hills, Texas:
Section 1. That this body hereby authorizes the Mayor
to sign said application to the Governor's
Office of Traffic Safety.
Section 2. That the Director of Public Works is
authorized to conduct all administrative
matters related to said application.
