A COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, MAY 21 , 1973
The Common Council of the City of Richmond, Indiana, met in regular session May
21 , 1973, at the hour of 7:00 p.m. in the Council Chambers of the Municipal
Building of said City serving as a committee in charge of the operation of the
Richmond Power & Light Plant. Mr. Williams presided with the following members
present: Messrs. Brown, Cornett, Elstro, Marino, Merchanthouse, Mills, Shields
and Stigleman. Absent: None. The following business was had to-wit:
Dr. Shields moved to approve the minutes of the previous meeting, seconded by
Mr. Mills and on unanimous voice vote the motion was carried.
Mr. Merchanthouse moved to approve the bills, seconded by Mr. Brown and on unani-
mous voice vote the motion was carried.
APPROVE THE FOLLOWING:

TRANSFER FROM CASH OPERATING FUND TO:

PURCHASE OF INVESTMENTS
Depreciation Reserve Fund $1 ,700,000.00

The above investments are Certificates
of Deposit yielding 7 1/4% interest,
maturing 5/15/74.
Mr. Wayne Elliott, 191.5 Straight Line Pike came before the Committee with a com-
plaint regarding the noise from the Power Plant.
Mr. Huffman reported everything possible is being done to try to correct the
noise problem.
Mr. Elstro stated we should not make final payment on the new power plant until
the noise problem is corrected.
Mr. Huffman recommended the Bid of Richmond Electric be accepted for the High
Voltage Power Cables.
Mr. Marino moved to accept the bid of Richmond Electric for High Voltage Power
Cables, seconded by Dr. Shields and on unanimous voice vote the motion was
carried.
Mr. Cornett reported from the Employee Relations Committee a recommendation of
a 6% increase in base wage rate for all RP&L employees excluding City Officials.
Mr. Cornett moved to give all employees of RP&L excluding City Officials a 6%
increase in base wage rate effective July 1 , 1973, seconded by Mr. Brown and on
a call of the roll the following was recorded: Ayes: Brown, Cornett, Merchanthouse,
Mills, Shields, Williams. NOes: Marino, Stigleman and Elstro. The vote being
six (6) to three (3) in favor of the motion.
Dr. Shields moved to put wage negotiations next year on a merit basis for all
salaried employees subject to review by their supervisor, seconded by Mr. Elstro
and on unanimous voice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
