HomeMy Public PortalAbout07-03-1972 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JULY 3, 1972 The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Richmond Power & Light Plant, met in regular session July 3, 1972, at the hour of 7:00 p.m. in the Council Chambers of the Municipal Building of III said City. Mr. Elstro presided with the following members present: Messrs. Brown, Cornett, Marino, Merchanthouse, Mills, Shields, Stigleman and Williams. Absent: None. The following business was had to-wit: Mr. Marino moved to approve the minutes of the previous meeting, seconded by Mr. Mills, and on unanimous voice vote the motion was carried. Mr. Cornett moved to pay bills and make progressive payments , seconded by Mr. Stigleman, and on unanimous voice vote the motion was carried. APPROVE THE FOLLOWING: Bills in the amount of $128,592.62 Interest Coupons 108,853.75 1 Payroll 59,961 .10 PROGRESSIVE PAYMENTS ON: Mechanical Construction $163,893.60 Station:Battery and Charger 13,279.86 Steam Generator 118,078.11 Electrostatic Precipitators 33,093.60 Resident Engineers 4,275.00 Mr. Marino called a meeting to be held July 5, 1972 at the hour of 7:00 p.m. in the Service Building to discuss end of the year business. 11/ Mr. Huffman reported that on June 13, 1972 he was told that Indiana-Michigan had filed for a rate increase. Richmond Power & Light has thirty days to file with the Federal Power Commission if not agreeable with the rate increase. The July 5th deadline to file has been extended by the Federal Power Commission verbally, since Richmond Power & Light was the only member seeking an interchange agreement. Richmond Power & Light worked up its own intervention and mailed it to the Federal Power Commission on July 3, 1972. A copy of the intervention was submitted to Indiana-Michigan, who has not given any response. Mr. Huffman reported that the steel framework construction and final construction of the precipitator is being installed. All walls of the boiler are in place and ready for welding. The project is moving along as well as can be expected, it is only two months behind the September, 1972 scheduled date. City Attorney Jane Wynegar submitted a resolution in which Richmond Power & Light resolved to authorize the General Manager, Mr. Irving Huffman, to agree to the vacation of certain alleys in an area owned by and being redeveloped by the Redevelopment Commission and agreed to waive the provisions of Section 611 Chapter 239 Acts of 1969 which section protects the right of Richmond Power & Light to continue to use such alleys by reason of presently occupying and using the same. Councilman Williams moved for the adoption of the resolution, seconded by Councilman Merchanthouse and on a call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro, Marino, Merchanthouse, Mills, Shields, Stigleman and Williams. III Nayes; None. The vote being 9-0 in favor of the adoption of the resolution. There being no further business on motion duly made, seconded and passed; the meeting was adjourned. H. J.
