A COMMITTEE IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, MAY 1 , 1972
The Common Council of the City of Richmond, Indiana, met in regular session May 1 ,
1972, serving as a committee in charge of the operation of the Richmond Power
Light Plant, at the hour of 7:00 p.m. in the Council Chambers of the Municipal
Building in said City. Mr. Elstro presided with the following members present:
Messrs. Brown, Cornett, Marino, Merchanthouse, Mills, Shields , Stigleman, and
Williams. Absent: None. The following business was had to-wit:
Mr. Brown moved to approve the minutes of the previous meeting, seconded by Mr.
Merchanthouse and on unanimous voice vote the motion was carried.
Mr. Merchanthouse moved to pay bills and progressive payments, seconded by Mr. Cornett
and on unanimous voice vote the motion was carried.
APPROVE THE FOLLOWING:
Bills in the amount of $470,140.33
Interest Coupons 652.50
1 Payroll 60,109.28
PROGRESSIVE PAYMENTS ON:
Foundation Construction $ 51 ,699.52
Resident Engineers 4,275.00
Turbine Generator 270,763.35
Mr. Huffman presented proof of publication for line luck bids. City Attorney Jane
Wynegar examined the proof of publication and found it to be correct. Mr. Stigleman
moved to accept the proof of publication seconded by Mr. Williams , and on una imous
voice vote the motion was carried.
Two bids were opened: Kurdy's Chevrolet, $2,789.00, and Fred First Ford, $2,927.00.
Mr. Stigleman moved to refer the bids to Mr. Huffman for tabulation and recommendation,
seconded by Mr. Williams and on unanimous voice vote the motion was carried.
Mr. Huffman reported that he had attended a meeting of the National ASME Society,
which presented a symposium on air pollution, primarily, SO 2 removal . The consensus
was that there is no acceptable commercial remover, and the use of low-sulfur coal
would present no answer to the problem, since the supply is limited. He sail he
would continue to go to meetings which deal with the problem, until an answe can
be found.
Chairman Elstro asked the City Attorney whether Richmond Power & Light needs to have
appraisers appointed for the sale of the downtown office building. City Att rney
Wynegar answered that the Court must appoint three appraisers. Mr. Marino moved the
Board authorize the appointment by the Court of three appraisers , seconded by Mr.
Stigleman, and on unanimous vice vote the motion was carried.
There being no further business on motion duly made, seconded and passed, th- meeting
was adjourned.
