HomeMy Public PortalAboutP&RAC Minutes 1986 07/01PARKS & RECREATION ADVISORY COMMITTEE July 1, 1986 Committee Recommendations: SUBJECT - Railroad Right of Way -"Proposed Recreation Trail Network" 1) From Sheep Bridge area to cemetery: Try to continue trail south to Payette River along proposed Simmons Street or Caldwell Street. Need 40 foot corridor for trail. Utilize landscaping and terrain for buffer. Promote year around usage. Acquire an easement from cemetery through undeveloped ground to Dienhardt Lane. 2) From 1st Street to South end of existing cemetery: acquire right of way for trails and landscaping. 3) From 1st to 3rd Street: acquire entire right of way. Develop walkways, parking for snowmobile or bike users. Landscaping to enhance library, city hall, and senior citizens center. Limit vehicular traffic to a minimum. 4) From 3rd to Huckleberry: acquire entire right of way. Continue trail network with parking considerations for bikers, sight -seers, boat trailers, or waterfront users and snowmobiles. Park network needs to offer restrooms, displays, passive areas, information signs, and rest areas. Trail should include buffers from traffic and neighborhood. Views and overlooks of the lake are critical. Consider winter users. Develop and promote public access (pedestrian) to the water- front area. 5) From Huckleberry to Lick Creek Road area: acquire all of the right of way. Support for separate - isolated bikeway (class 1) and independent signed and identified groomed snowmobile corridor. Locate public parking lots to serve boat trailers, snowmobile trailers, and walkers. Major emphasis for youths traveling to Fairway Park. Develop a park site to serve as a focal point for visitors. This site should be the new lo- cation of the existing Union Pacific Railroad Depot. The visitor center should include landscaping, parking, informational areas, restrooms, and picnic tables.
