I~aterson PRESIpENT TRUSTEES Jeffrey Dement Jack Heimerdinger VILLAGE OF PLAINFIELD Michael Lambert WILL COUNTY'S OLDEST COMMUNITY Richard Rock Raymond 5molich Kurt Stalzer Susan Janik VIL.LAQE CLERK RESOLUTION 1128 WHEREAS, the Village of Plainfield recognizes the importance of downtown Plainfield as it relates to the economic health and gtaality of life of the community; and WHEREAS, the continued improvement, revitalization, and development of downtown Plainfield is a Village goal; and WHEREAS, the local Main Street organization will be formed to stimulate economic development and preservation of downtown Plainfield, thereby lessening the burdening of municipal government; and WHEREAS, the Main Street approach to downtown revitalization has generated community- wide interest and support; and WHEREAS, the Village of Plainfield, Village Board of Trustees recognizes its commitment to provide financial support to the Main Street organization when established (in an amount not to exceed one-third of the annual program budget); NOW, THEREFORE, BE IT RESOLVED THAT THE Village Board of Trustees of the Village of Plainfield does hereby endorse the concept of a local Main Street program and the submittal of an application to the State of Illinois to become an Illinois Main Street town. Peterson ppE81pEHT lreusr~Es Jeffrey Dement Jack HeimerdinQer Michael t.,ambert Richard Rock Raymond Smolich Kurt Stelzer Susan Janik wu~ae c~ac As you recall, at the November 6, 1995 Village Boazd meeting, the Village Board directed staff to forward anon-binding letter of intent to Illinois Main Street regarding filing of an application for the Main Street Program. This letter was signed by the Village President and the President of the Chamber of Commerce and forwarded to Illinois Main Street. Staff is currently working with the Chamber to complete the application for the Suburban Main Street Program. During the November 6th meeting I discussed concerns related to the ability of the business community to raise the necessary funds to implement the program. Other concerns related to the application process are the ability of the business community to provide letters of support and financial commitment from a variety of representatives of the community and the ability to provide a list of volunteers willing to commit to the organization and management of the program. While municipal support is crucial to the success of the Main Street Program, the business community .must provide leadership and commitment to the program if it is to succeed. I recommend that the Village commit it's support to the program and work towards implementation subject to corresponding efforts from the business community. I spoke with the director of the Main Street program in Springfield who recommended that the Village apply to the program with the best application it can provide; even if this means o;rily one letter of support from the Chamber Boazd. The Suburban component, which the Village is eligible for, may not be offered next year. Staff is willing to work with the Chamber towards completion of the application, however, components of the application are best left to the Chamber. The business community must support the program for it to succeed. I have included a copy of the application for your review, in summary the Village components of the application are a letter of support from the Village President and a resolution of support from the Village Board. 1400 NORTM DIVISION STREET • PLAINFIELb, ILLINOIS 60544 • (815) 436-7093 • Fax (815) 436-1950 ~« . ., MAIN STREET Page 2 RECOMMENDATION: Staff would recommend that the Village Board adapt the attached resolution of support and have the Village President forward a Letter of Support to be included with the application for the Illinois Suburban Main Street Program. Staff would also request authorization to work with the Chamber towards completion of the written application to the Illinois Suburban Main Street Frogram. The Chamber will additionally need to request that it's members submit letters of support and commitment and will need to develop a list of volunteers to be included with the application. jld
