RESOLUTION NO. 24-031
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AMENDING RESOLUTION 23-125 TO
AUTHORIZE THE INTERIM CITY MANAGER TO ALLOCATE
FUNDING OF UP TO THREE THOUSAND DOLLARS ($3,000.00)
PER MONTH IN FISCAL YEAR 2023-2024 UNTIL SEPTEMBER 30,
2024 IN ORDER TO CONTINUE THE CITY'S MONTHLY BINGO
EVENT AND TO COVER EXPENDITURES FROM THE CITY'S
PARKS AND RECREATIONS SPECIAL EVENTS BUDGET;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Resolution 23-125 authorized a monthly bingo event to be
sponsored by Mayor Taylor, Vice -Mayor Ervin and Commissioner Kelley from the
sponsor and co -sponsor's discretionary Special Events budgets up to an amount of
$2,000.00; and
WHEREAS, it is the intent of the City Commission to amend the previous
resolution and alternatively authorize the Interim City Manager to allocate funding of
up to Three Thousand Dollars ($3,000.00) per month in Fiscal Year 2023-2024 until
September 30, 2024 to continue the City's monthly bingo event from the City's Parks
and Recreations special events budget; and
WHEREAS, additionally, all City Commissioners shall serve as hosts for the
event; and
WHEREAS, the City Commission has determined that it is the best interest of
the City and its residents to amend Resolution 23-125 to authorize the Interim City
Manager to allocate funding of up to Three Thousand Dollars ($3,000.00) per month in
Fiscal Year 2023-2024 until September 2024 to continue the City's monthly bingo event
and to cover the expenditures from the City's Parks and Recreation special events
budget.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby amends Resolution 23-125
to authorize the Interim City Manager to allocate funding of up to Three Thousand

Dollars ($3,000.00) per month in Fiscal Year 2023-2024 until September 2024 to
continue the City's monthly bingo event and to cover expenditures of Three
Thousand Dollars ($3,000.00) per month from the City's Parks and Recreations
Special Events budget.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

A resolution of the City Commission of the City of Opa-locka repealing Resolution 23-125 and further
authorizing the Interim City Manager to allocate funding of up to $2,000.00 per month in FY 23-24 until
September 2024 for the City's monthly bingo event.
Staff Summary:
Resolution 23-125 authorized a monthly bingo event to be sponsored by Mayor Taylor, Vice- Mayor Ervin and
Commissioner Kelley and authorized the supporting expenditures for FY 23-24 to be expended from the
sponsor and co -sponsor's discretionary Special Events budgets.
It is the intent to repeal the previous resolution and authorize the Interim City Manager to allocate funding of
up to $2,000 per month in FY 23-24 until September 2024 to continue the City's monthly bingo event and to
cover the related expenditures.

Financial Impact:
The allocation of funding will be addressed in Budget Amendment #3 of FY 24. The funds will be sourced from
Compensation from various General Fund Divisions. The financial impact of the Bingo events will not exceed
$16,000.00 for the remainder of the FY 24 utilizing account 72-572403; Parks & Recreation, Special Events.
Proposed Action:
Staff will execute the legislation repealing Resolution 23-125 and further authoring the Interim City Manager
to allocate funding for the City's monthly bingo event.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING MONTHLY BINGO
EVENT AND SUPPORTING EXPENDITURES FOR FISCAL YEAR
2023- 2024, TO BE SPONSORED BY MAYOR TAYLOR, AND CO-
SPONSORED BY VICE MAYOR ERVIN AND COMMISSIONER
KELLEY; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-Locka ("City
Commission") hosted monthly bingo events in fiscal year 2022-2023 that helped to
increase the quality of life for residents and visitors; and
WHEREAS, it is the intent of the City Commission to the continue the tradition
of a monthly bingo event for the fiscal year 2023-2024, to include various themes and
prizes sponsored by Mayor Taylor and co -sponsored by Vice -Mayor Ervin and
Commissioner Kelley. Bingo events will be held at one of the following City parks:
Sherbondy Park, Ingram Park and Helen Miller Center; and
WHEREAS, event sponsor, co-sponsor and city staff, through the City Manager,
shall be authorized to take all necessary steps, authorized by applicable laws and City
policies and procedures concerning planning for the events, including the
authorization of expenditures to be taken from the sponsor and co-sponsors
discretionary Special Events budgets; and
WHEREAS, the Interim City Manager is authorized and directed to be proactive
in procuring necessary vendors or otherwise seeking goods and services to ensure the
ultimate success of these events; and
WHEREAS, the City Commission has determined that it is the best interest of
the City and its residents to authorize monthly Bingo events for the fiscal year 2023-
2024 to be sponsored by Mayor Taylor, and co -sponsored by Vice Mayor Ervin and
Commissioner Kelley.
