RESOLUTION NO. 24-030
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO SUBMIT AN IMPROVEMENT PLAN TO THE
CITY COMMISSION FOR BOTH SEGAL PARK AND INGRAM
PARK; FURTHER DIRECTING A DETAILED REPORT ON THE
UTILIZATION OF ALL ALLOCATED AMERICAN RESCUE PLAN
ACT OF 2021 (ARPA) FUNDS NO LATER THAN MARCH 31, 2024;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-Locka ("City") was awarded approximately Eight
Million Dollars ($8,000,000.00) in American Rescue Plan Act of 2021 (ARPA) funds in
2022. As outlined in the agreement for the funds, the funds must be encumbered by
the end of calendar year 2024; and
WHEREAS, the City allocated Two Hundred Fifty Thousand Dollars
($250,000.00) to improve and rehabilitate Segal Park and Ingram Park through
various projects; and
WHEREAS, the City Commission is now directing the Interim City Manager
to present an improvement plan for Segal and Ingram Parks by March 31, 2024 and
to further detail the complete utilization of the ARPA funds since the inception of the
ARPA program for both Segal and Ingram Parks; and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the City and its residents to direct the Interim City Manager to submit an
improvement plan to the City Commission for both Segal Park and Ingram Park and
detail the utilization of all allocated American Rescue Plan Act of 2021 (ARPA) funds
by March 31, 2024.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to present an improvement plan for Segal and Ingram Parks by
March 31, 2024; and to further detail the complete utilization of all ARPA funds

since the inception of the ARPA program.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.
