HomeMy Public PortalAboutResolution No. 24-029 - Allocate funding for the city's monthly food distributionSponsored by: Commissioner Kelley RESOLUTION NO. 24-029 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE INTERIM CITY MANAGER TO ALLOCATE FUNDING, UNTIL SEPTEMBER, 2024 IN THE FISCAL YEAR 2023-2024 BUDGET, FOR THE CITY'S MONTHLY FOOD DISTRIBUTION PROGRAM SERVICES PROVIDED BY FEEDING SOUTH FLORIDA; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in collaboration with Feeding South Florida, the City of Opa-Locka ("City") has hosted a monthly food distribution program which allowed residents to receive access to nutritious food; and WHEREAS, during Fiscal Year 2022-2023, the City assisted in the distribution of Sixty -Four Thousand, Three Hundred Ninety (64,390) meals; and WHEREAS, the mission of Feeding South Florida is to empower poverty advocacy and help reduce hunger; and WHEREAS, this initiative was previously made available at the expense of the sponsor, Feeding South Florida. However, on December 9, 2023, the City received written notice from Feeding South Florida that they will no longer provide this service free of charge; and WHEREAS, the anticipated cost for this Program is Three Thousand, Three Hundred Dollars ($3,300.00) each month and will include produce for Two Hundred (200) families; and WHEREAS, this Program will be funded through the end of this fiscal year (nine months) in an amount of Twenty -Nine Thousand, Seven Hundred Dollars ($29,700.00). A new account will be recommended by the Interim City Manager in Budget Amendment #2, Donations To Non -Profits (19-519554), which will fund this expenditure. Expenditures beyond the end of the fiscal year will be evaluated and reviewed by the City Manager during the City's 2024-2025 budget process, for which it may be addressed for the fiscal year 2024-2025 if approved by the City Commission; and WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the best interest of the City and its residents to direct the Interim City Manager to allocate funding, until September, 2024 for the Fiscal Year 2023-2024 budget, for the City's monthly food distribution program services provided by Feeding South Florida, with Resolution No. 24-029 anna Flores, City Clerk the program to be evaluated during the City's 2024-2025 budget process. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to allocate funding until September, 2024, for the Fiscal Year 2023- 2024 for Feeding South Florida, the City's monthly food distribution program. The City Manager is further directed to evaluate the feeding program for the 2024-2025 fiscal year, collect data regarding the number of the City of Opa- Locka residents attending the event to include the address of persons, phone number, email address or people who attend and make a recommendation as to whether the distribution should continue for the 2024-2025 fiscal year. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 28th day of Febru.j 024.
