CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Sherrie'Richey, Code Enforcement; Fire Chief Tim Brown; Albert Dennis, Deputy Chief of EMS, Derek Hill, Director of Code Enforcement; Greg Stiens, Director of Public Works and Engineering; Beth Ficids, Community Development; and Media. APPROVAL OF MINUTES Ms. Palmer moved to 4pprove the minutes of March 9, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for 'March 17, 2023 in the amount of Two Hundred Sixteen Thousand Four Hundred Twenty Eight Dollars and seventy two cents ($216,428.72), suppojed by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT —None PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None REQUESTS - None BID OPENINGS -None BID AWARDS • S & M. HOME SOLUTIONS, LLC Clean up and removal of trash, rubbish, debris,junk, furniture, tires, ect.at the property of 20 Richmond Avenue. Board of Works Minutes March 16, 2023 Not to exceed $650.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • B & B CONSTRUCTION OF RICHMOND INC. The demolitio of a house and garage located at 225 North 19'1' Street. Not to exceed $13,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 43-2023 — KELLY AUTOMOTIVE GROUP 1)/B/A KELLY CHEVY, LLC The City retains Contractor to furnish one (1) 2023 Tahoe SSV 4x4 SUV for the Fire Department. Not to exceed $42,090.00 Ms. Palmer moved to approve, supported by M.r. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 44-2023 - KELLY AUTOMOTIVE GROUP .D/B/A KELLY CHEVY, LLC The City retains Contractor to furnish one (1) 2023 Silverado 2500UD WIT pickup truck for the Fire Department. Not to exceed $45,075.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 45-2023 —STRYKER SALES, LLC The City retait s Contractor to furnish and provide parts, labor, and travel associated with the current three-year maintenance, inspection,and repair of the Fire Department's LUCAS chest compression devices, LifePak 11.5 devices, medical cots, and stair chairs equipment for the Fire Department. Not to exceed $31,241.59 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Board of Works Minutes March 16, 2023 • CONTRACT NO. 47-2023 —REDDOG ENTERPRISES, INC. The City retains Contractor to provide mowing services for certain nuisance properties for the City, to be determined by the Department of Code Enforcement. They will be paid $1 85.00 per property. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 48-2023 —MIX CONTRACTING LLC The City hereby retains Contractor to perform services in connection with the remaining removal and cleanup of the collapsed and partially-collapsed structures on a City-owned premises located at 648 South J Street. The collapses had been due to a fire at this at this property. Services shall include the removal and debris-removal services. Not to exceed $189,855.000 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 49-2023 — STRYKER SALES, LLC The City retains Contractor as a sole-source provider to furnish one (1) LifePak 1.5 Automated External Defibrillator ("AED") unit with batteries, carrying case, and accessories for the Fire Department. Services shall also include a two-year on site Procare Prevent Coverage with the standard three-year annual preventative maintenance inspection which includes unlimited repairs, parts, labor, and travel. Not to exceed $33,494.98 for complete and satisfactory performance of this Agreement. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 50-2023 — MILESTONE CONTRACTORS, LP The City retains Contractor to perform services in connection with street rehabilitation for approximately ten(10)roads or road areas which are designated as a part of the Community Crossings Streets for the City. Not to exceed $374,665.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CHANGE ORDERS ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO.29-2022—WALLACE HEATING & AIR, INC. Board of Works Minutes March 16, 2023 This is for the continuation to provided maintenance for the heating and air conditioning (1-IVAC) systems for stations 1,2,3,4 & 5 and the Izzy David Edelman Police and Fire Training and Physical Fitness Center for the Fire Department. Not to exceed $7,332.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried.. • ADDENDUM NO. I TO CONTRACT NO. 88-2022 — TRC ENVIRONMENTAL CORPORATION The City and Contractor entered into Contract No. 88-2022 on June 9, 2022, which Agreement retains Contractor to provide professional services in connection with consulting and technical support including, but not limited to, pre-demolition activities in connection with an upcoming demolition of the former Mechanics Laundry facility located at 1002 North F. Street. The Parties have agreed to increase the scope of the contract to include the preparation of an asbestos survey, a hazardous waste inventory, and associated inspections to be performed by Contractor. Not to Exceed $11,875.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried.
