HomeMy Public PortalAbout04-19-1971 MINUTES OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A COMMITTEE IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, APRIL 19, 1971 The Common Council of the City of Richmond, Indiana, serving as a committee in charge of the operation of the Richmond Power & Light Plant, met in regular session April 19, 1971 , at the hour of 7:00 p.m. in the Council Chambers ,of the Municipal Building in said City. Mr . Stigleman presided with the following members present: Messrs. Blackwood, Elstro, Geier , , Henn, Hilligoss; Marino, Paust, and Williams . Absent: None. The following business was had to-wit: Mr . Geier 'moved to approve the minutes of the previous meeting, seconded by Mr . Williams , and on unanimous voice vote, the motion was carried. Mr-. Marino moved to pay, bills , seconded by Mr . Hi l l i goss ,- and on unanimous voice vote the-motion was carried _ , , , ' APPROVE THE FOLLOWING: Bills• in the amount of $300 ,378 .29 Interest Coupons 150.00 1 Payroll 60,547 . 65 ' TRANSFER FROM CASH' OPERATING FUND -TO: Utility Bond Fund - $ 20, 613 .54 Depreciation Reserve Fund 36,000 .00 Cash Reserve Fund 46, 792 . 67. Mr . Stigleman made the following statement: _ It ' s most unusual when you congratulate a man who is about to join the ranks -of the unemployed, however,-. • this is the case -tonight. Mr . Albert Earl-, .Beck, we the Board' thank you for a job well done . -May your retirement bring you happiness . Our observations of the conduct and operation of Richmond 'Power & Light, which is the largest municipally owned electric -utility in -Indiana and one of the most modern in the country, is that it has attained such a stature because of the leadership of A. E . Beck, who-, has served as its General Manager for the past 22 years . ' Although his contributions have been many, ,it , appears to us that -his stewardship has been, exemplary because: 1 . He has managed a municipal utility operating through a Board of Directors of elected councilmen representing members who were affiliated with one of the two major political parties , and yet the conduct , and operation of the utility was never subjected to the division which- can result from partisan . politics . Mr . Beck was able to transform councilmen to members of a - _ Board of Directors Of an operating utility . At no time period during his tenure as General Manager was there - ever a breakdown of the accepted principle that the Richmond Power & Light was not- governed 'or, ruled by political expediency . 2 . The growth and expansion- of this system ex ceeded the growth- and development of the needs of the community for electrical energy; the planning 'was such that the needs of the community were reason- ably anticipated. 3. And while General Manager , a consumer enjoyed good service at a rate which was fair to -all ; in addition, the community was afforded a dividend from the profits which was resulted from this operation. Light Plant Minutes April 19, 1971 Page 2 ,Weino longer honor those who serve by erecting statues in our city- squares, but it would appear -to me that the new addition to the Whitewater Valley Station will , as long: as it continues to serve the needs of this community, serve as a memorial to the effort and l eadershi p-mhi ch-lwas afforded by Mr . A. E . Beck. r _ 1 _ , - It is our . fervent-wish and desire that these years have- been happy, productive, and rewarding to you, Mr . Beck, as they have been to those whom you have served. _ Mr Stigleman thanked Mr . Elstro, Mr-. Henn, and Mr-1Huffman for theirrhelp in cleaning up the east bank of the Whitewater Valley during the clean-up day . Mr. Cecere reported that the bonds had been sold at a net interest rate of-,5 .071806, lower than had been expected, ` due to the good management of Richmond Power & Light . Bonds are to be delivered May 6, 1971 . - Mr. Beck reported an increase i-n freight of coal from $3 .36 to $3 . 65, and from $3 .23 to $3 .41 . Mr . Cecere examined the proof of publication for truck bids and found it to be correct. Mr . Geier moved to .approve proof of publication seconded by Mr . Williams , and on unanirrious voice vote the motion was carried. - Mr . Beck recommended the Board accept the 1-ow bid from Warfield GMC for a 22 ton truck at $4,070 .80 net . Mr . Geier moved the Board award the bid as, recommended, seconded by Mr . Blackwood, and on unanimous voice vote the motion was carried . Mr Beck recommended the Board accept the low bid from Kurdys for a 1 ton truck at, $1 ,323 .39 net . Mr . Marino moved the Board award -the -bid as recommended, seconded by Mr . El stro1, and on unanimous voice vote the motion was carried . Mr . Beck recommended the Board accept the -,low bid from Delphi Body Works for 1-,62 inch _utility type body -at $1 ,898 .00 . Mr . Elstro moved the Board award the bid as recommended, seconded by Mr . Williams , and on unanimous voice vote the motion was carried. a - Mr . Beck recommended the Board accept the low bid' from Stahl Metal Products for a 104 inch uti,ltity type body at $1 ,023 .50 net ; ,Mr . Marino moved the -,Board award the bid as _ recommended, seconded by Mr . Geier, and on unanimous voice vote the motion was carried . Mr . Henn expressed satisfaction in seeing -,the Whitewater Valley Green Belt area cleaned up and moved ,the Board authorize the Richmond Power & Light management to hire the necessary' equip- ment to keep it clean and expand on the cleaned- areas in order to-,develop a park area . Mr. Stigleman explained that hand labor would be needed to clean-;additional areas . Mr . Hilligoss said that Richmond Power &-,Light already had a payroll in- vestment for- eight men-land for eight days in the area and was, told- it would take at least that much again to complete the job. Mr. .-1Henn withdrew his motion, pending further study .
