RICHMOND POWER & LIGHT PLANT, JANUARY 18, t971
The Common Council of the City of Richmond, Indiana, serving
as a -committee •i n charge of the operation of the Richmond - -1
Power & Light Plant met in regular session in the Council
Chambers in the Municipal Building, in said City, January 18,
1971 , at the 'hour of 7: 00 p.m. Mr .- Stigleman presiding With
the following members present: • Messrs. Blackwood, Elstro,
Geier , Henn, Hilligoss, Marino, Paust, and Williams .
Mr . Blackwood moved to approve minutes for both the previous
regular meeting and the Special Meeting, January 5, 1971 ,
seconded by Mr . Paust, and on unanimous voice vote the motion
was carried .
Mr . Williams moved to pay bills , seconded by Mr . Paust , and
on unanimous voice vote the motion was carried .
APPROVE THE FOLLOWING:
Bills in the amount of $324, 144.72
Interest Coupons & Revenue Bonds 104, 631 .25
1 Payroll 61 ,862 .33
Mr . Blackwood congratulated Mr . Beck on the favorable decision
received from the Public Service Commission on rates and the
dividend to the City, and on the new brochure produced by
Richmond Power & Light .
Mr . Marino reported that he has tried to check on the appraisal
of the substation land, but was unable to get an answer from
the' Circuit Judge. Mr . Beck said he has received the bills
from the appraisers .
Mr . Beck,.recommended that the Board accept the Black and Veach
recommendation on the bids for the foundation contract and award
the bid to Charles H . Shook, Inc . of Dayton, Ohio at a low bid
of $438,800 .00 with a $12,000 .00 change order to be added later .
Mr . Henn moved the Board award the contract as recommended,
seconded by Mr . Williams . Mr . Blackwood asked who would do
the mechanical work. Mr . Beck said it would be subcontracted.
Mr . Blackwood said he wanted to know how much of the work:: •
would be done locally , and how much difference there would be
in the local payrolls between the two lowest bidders . He also
asked that qualifications be checked: . Mr . Beck said that the
qualifications had been checked, thatLa,.project engineer from
Black and Veach would oversee the work, and that it would not
be proper to require companies to hire local workers unless the
specifications had demanded it . He said that there would be
no problem in holding off awarding the bid until next
meeting . He did not have with him the cost of the additional
work to be done by the next lowest bidder . Mr . Blackwood moved
the Board table the awarding of the contract until the next
meeting, seconded by Mr . Hilligoss , and on a call of the roll
the following was recorded: Ayes; Blackwood, Elstro, Geier,
Henn, Hil.ligoss , Marino, Paust, Williams , and .Stigleman .
Nayes ; None. The vote being 9-0 in favor of the motion .
City Attorney Cecere examined proof of publication for truck
bids and found it to be correct . Mr . Marino moved to approve
proof of publication for truck bids , seconded by Mr. Blackwood,
and on unanimous voice vote the motion was carried . ( See
attached bid tabulation sheet . )
Mr . Blackwood moved the Board refer the bids to Mr . Beck for
tabulation and recommendation, seconded by Mr . Paust, and on
unanimous voice vote the motion was carried .
