The following were noted present: Mayor Daniel J. Barney, Municipal Clerk & NOTED PRESENT Borough Attorney Robert J. Bergen, Esq., Law Director. The Municipal Clerk stated that the 2018 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge SILENT PRAYER / PLEDGE of Allegiance by Councilmember Krum. OF ALLEGIANCE 1 IUNE 7, 2018 ZONT. "INUTES FOR APPROVAL Upon MMS &C by Councilmembers Bellino and Krum and unanimous affirmative vote of the full Council present, the Minutes of May 17, 2018 were approved as transcribed and engrossed by the Clerk. ORDINANCE #18 -10 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held June 21, 2018. Upon MMS &C by Councilmembers Diaz and Krum. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #18 -10 DRDINANCE #18 -10 "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF `APPROVING AND AUTHORIZING THE LEASE MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING AND AGREEMENT WITH THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND viCIA" AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY - GUARANTEEDCAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2018 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" ORDINANCE #18 -11 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held June 21, 2018. DRDINANCE #18 -11 ORDINANCE #18 -11 `APPROPRIATING "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF $6,676,040.00 FOR THE MIDDLESEX, NEW JERSEY APPROPRIATING $6,676,040.00 FOR THE 2ARTERET WATERFRONT PUBLIC ACCESS CARTERET WATERFRONT PUBLIC ACCESS IMPROVEMENTS, SUCH IMPROVEMENTS" APPROPRIATION CONSISTS OF A GRANT FROM THE STATE OF NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION'S OFFICE OF NATURAL RESOURCE RESTORATION IN THE AMOUNTS OF $6,676,040.00" ORDINANCE #18 -12 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held June 21, 2018. Upon MMS &C by Councilmembers Bellino and DiMascio. Upon Individual Roll Call Vote 2 JUNE 7, 2018 CONT. Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #18 -12 "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY APPROPRIATING $1,000,000.00 FOR IMPROVEMENTS TO PERSHING AVENUE, SUCH APPROPRIATION CONSISTS OF A GRANT FROM THE STATE OF NEW JERSEY DEPARTMENT OF TRANSPORTATION IN THE AMOUNTS OF $1,000,000.00 ORDINANCE #18 -13 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held June 21, 2018. Upon MMS &C by Councilmembers Bellino and Johal. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #18 -13 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY APPROPRIATING $1,925,000.00 FROM THE CAPITAL IMPROVEMENT FUND AND OTHER RESERVES AND GRANTS FOR THE COST THEREFOR" The clerk stated that Ordinance #18 -9 was introduced and adopted on First Reading on May 17, 2018. It was duly published in Home News Tribune on May 29, 2018 with notice that it will be considered for final passage after Public Hearing to be held on June 7, 2018 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and Unanimous affirmative vote of the full Council present, Mayor Reiman declared the Public Hearing open. ORDINANCE #18 -12 "APPROPRIATING $1,000,000.00 FOR IMPROVEMENTS TO PERSHING AVENUE" ORDINANCE #18 -13 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL" ORDINANCE # 18 -9 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" 3 JUNE 7, 2018 CONT. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Johal and unanimous Affirmative vote of the full Council present. Upon MMS &C, by Councilmembers Krum and DiMascio ORDINANCE #18 -9 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: June 14, 2018 PUBLIC PORTION RESOLUTIONS / AGENDA A copy of each Resolution was placed on the table for public review ITEMS AND NEW prior to the meeting in accordance with the Rules of Council and BUSINESS Upon MMS &C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the full Council present, the meeting OPEN TO PUBLIC was opened for public input on all Resolutions / Agenda items and new Business. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the ADOPTED Affirmative. Upon MMS &C by Councilmembers Diaz and Bellino all bills appearing PAYMENT OF BILLS on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. The Clerk stated that she was in receipt of the following reports: REPORTS 1. Clerk's Office — May 2018 Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present all Reports were ordered to be received and placed on file. After no further discussion, upon MMS &C by Councilmembers Diaz ADJOURNED and Bellino and unanimous affirmative vote of the full Council present, the meeting was Adjourned at approximately 6:08 P.M.
