SPECIAL MEETING
DATE: JUNE 25, 1998 AT: VILLAGE HALL
BOARD PRESENT: J. DEMENT, O'CONNELL, S. RATHBUN,
R. SMOLICH, K. STALZER.
J. DARNELL AND PRESIDENT ROCK WERE
ABSENT.
OTHERS PRESENT: T. BURGHARD- ADMINISTRATOR
J. HARVEY - ATTORNEY
S. JANIK - CLERK
D. BENNETT - CHIEF OF POLICE
At 7:00 p.m. Acting President Pro-Tern K. Stalzer called the meeting to order. Roll call
was taken, J. Darnell and President Rock were absent, all other Trustees were present. K.
Stalzer then led the pledge to the flag.
There being no Presidential Comments nor Trustee's Comments, the business portion of
the meeting was opened.
1) THE PONDS OF PLAINFIELD.
S. Rathbun moved to adopt ORDINANCE NO. 1795 authorizing execution of an
Annexation Agreement for an 80 acre property east of Rt. 59 immediately north of
Graver Estates. Seconded by J. Dement. K. Stalzer questioned Item #4 under Park and
School Donations, second paragraph. Should the completed Park Site be turned over
directly to the Park District or should it be turned over to the Village? After bringing up
the issue, Trustees continued discussion. It was agreed by the present Trustees to
change the agreement to read "DEVELOPER agrees to provide a completed Park Site as
per the Preliminary Plat at its expense, which the Village may require to be turned over to
it at it's Election. S. Rathbun amended his motion to read as stated above. R. Smolich
seconded the amended motion. J. Dement withdrew his second to the first motion. We
are now calling the question for the second motion as being primary motion. Roll call.
Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. 5 yes, 0 no, 1
absent. Motion carried.
#2 THE PONDS OF PLAINFIELD. R. Smolich moved to adopt ORDINANCE
NO. 1796 annexing the 80 acre property north of Graver Estates. Seconded by S.
Rathbun. Vote by roll call. Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes;
Stalzer, yes. 5 yes, 0 no, 1 absent. Motion carried.

#3 THE PONDS OF PLAINFIELD. S. Rathbun moved to adopt ORDINANCE
NO. 1797 approving the Preliminary Plat of Planned Unit Development for the Ponds of
Plainfield as a Special Use. Seconded by J. Dement. Vote by roll call. Dement, yes;
O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. 5 yes, 0 no, 1 absent. Motion
carried.
J. Dement moved to adjourn the meeting. Seconded by S. Rathbun. Voice vote. 5 yes, 0
no, 1 absent. Motion carried.
