O'CONNELL, S. RATHBUN. PRESIDENT ROCK WAS ABSENT. OTHERS PRESENT: T.L. BURGHARD -ADMINISTRATOR D. BENNETT - CHIEF OF POLICE A. PERSONS - PUBLIC WORKS DIRECTOR APPROXIMATELY 4 PEOPLE IN THE AUDIENCE At 7:00 p.m. Acting President Pro-Tern K. Stalzer called the meeting to order. The first item of consideration was Ordinance No. 1798 approving the issuance of temporary permits to licensed establishments to serve alcoholic beverages outside its building premises in conjunction with the Plainfield Fest as a community event. Trustee Rathbun moved to approve Ordinance No. 1798 with the clarification that premises shall be defined as inside the building that the Ordinance is applicable only to Plainfield Fest and that the Special Events Liquor Restrictions as prepared by Chief Bennett be included as a portion of the Ordinance with the addition that Item #6 state that the service area for the outside establishment shall be fenced and #7 added that the servers of the establishment shall be readily identifiable. The motion was seconded by Trustee Dement. The question as to whether to include the Special Events Liquor restrictions in the Ordinance was then discussed as a separate item and voted on separately. There was a motion made by Trustee Rathbun and seconded by Trustee Dement to add the liquor restrictions to the Ordinance and allow operation until 10 p.m. Upon a roll call vote the matter was adopted with Trustees O'Connell, Rathbun, Smolich and Dement voting aye, Trustee Darnell abstaining and Trustee Stalzer voting no. The vote on Ordinance 1798 with the liquor restrictions as a section of that Ordinance was then voted upon and carried With Trustees O'Connell, Rathbun, Dement and Stalzer voting aye, and Trustee Smolich and Trustee Damell voting to abstain.
