At 7:13 p.m. the Public Hearing was opened.
PROPOSED ANNEXATION AGREEMENT FOR WILDING GROVE, a 143 acre
single family residential development located at the northwest corner of 135th Street
and Van Dyke Road.
J. Durbin noted that we need to reschedule this Public Hearing to the February 15
meeting. Because there may be some people here present tonight who want to comments,
I will make my presentation and then recommend that we close the Public Hearing.
J. Durbin commented that the school site dedication will satisfy the required
contributions; sewer and water lines are sized to serve the property, however, we should
delete the language reserving capacity for the development; the applicants are seeking
Village assistance, at their cost, in obtaining a storm sewer easement south along Van
Dyke; applicant agrees to improve the west half of Van Dyke Road in two phases. I
would recommend immediate dedication of the entire right-of-way and a date prior to
which the second phase of Van Dyke will be improved if it is to be phased. If a school
site is proposed in the near future, the entire improvement to Van Dyke may be necessary
for access. Additionally, the agreement should address the following:
Dedication of 7.42 acres to the village for park purposes; Bike path improvements as
discussed above and reference to the landscape plan; Antimonotony provisions;
Signalization Impact fees; and I would ask the developer to change the proposed name
back to Wilding Farms to avoid confusion with Walker's Grove. There is recapture on
the property and it should be included in the Annexation Agreement.

There were questions from the Trustees regarding the 14.48-acre open space with half for
the school district and the rest for a 'park. Future development to the north could add
additional school and park lands.
J. Dement moved to continue the Public Hering on Wilding Grove Annexation
Agreement to February 15, 1999. Seconded by R. Smolich. Vote by roll call. Smolich,
yes; Damell, yes; Rathbun, yes; Dement, yes; Stalzer, yes. 5 yes, 1 absent. Motion
carried.
