MINICK - FINANCE DIRECTOR A meeting of the Mayor and Board of Trustees was convened at the Park District Boardroom at 7:00 p.m. (Notice of/his meeting was posted previously as a Joint Meeting between the Park Board and the Village Board). Proposed Bicycle Plan. Mr. John Vann, of the Park District, reviewed for the combined Boards the proposed Bicycle Plan for the Village of Plainfield, and the Plainfield Township Park District. Mr. Vann pointed out that at this point it is a final draft, and the plan is simply a statement of corridors as to where bicycle links can be made expanding out from the backbone of the corridor along the DuPage River. The Park District Staff has reviewed the Bicycle Plan with adjoining jurisdictions, as well as the Village Staff. There is a deadline for grant funds early in March, and the Park District and the Village have been working at staff level to put together applications seeking grants from TEA21 Enhancement Programs, as well as the Department of Natural Resources. With the proposal by the Will County Forest Preserve District to include bicycle paths in and around Lake Renwick Preserve, the Staffs' are recommending that we seek grants to implement bicycle paths along Lockport out to Four Seasons Park, as well as initiating the engineering and design of the backbone system along the DuPage River. Several questiOns were raised by Park Board Trustees, as well as Village Board Trustees regarding timing, safety, maintenance, costs, and joint jurisdictional participation. Mr. Vann responded that there are a number of those kinds of issues that have remained unsettled presently, and the initial plan is simply a corridor analysis indicating long term goals and subsequent to its adoption, and some funding for engineering from various grant sources, these kinds of details will be advanced. The Park District introduced the question as to the application on the Village's Park District Dedication Ordinance and some of the procedures that have taken place with recent annexations, where Park Land being developed by developers was in fact being deeded to the Village of Plainfield through it's annexation agreements. A variety of questions centered upon this issue, including the Park District's ability to maintain parks, it's procedure for using cash in lieu of land dedication, and the design and operation of parks. The Park District inquired as to what the Village long-term goal centered about, and how future parks, if retained by the Village, would in fact be designed and maintained. Additional questions revolved about the methods of handling disputes and the design and desirability of parks, how cash in lieu of dedications would be handled, and what kinds of properties would be leased by the Park District. After such discussion, it was concluded jointly by the Boards, that a leasing arrangement may in fact be possible, and it is likely to develop a generic lease which could be amended individually, as individual parks come along by an exhibit attached to the general lease. It was concluded that Mr. Bott, from the Park District, and Mr. John Wilson, a Park Commissioner would sit and negotiate these kinds of specifics together with T. L. Burghard of the Village of Plainfield and a Village Trustee to be appointed by the Mayor at a later time. This group would outline some of the issues and refine some of the matters and bring them back for another Joint Meeting between the Park Board and the Village of Plainfield. Mr. Wilson requested specifically that the Village consider the additional insurance liability it may inherit by leasing the properties. The Staff made notes of the concerns of the joint Boards, and indicated that they would begin working on this soon. Mr. Burghard pointed out that the definition of "open space" presently contained in the Village's Ordinances is not adequate given the policy direction of some of the Board members and the Park District needs. For instance, the detention areas are presently counted 100% as dedication of open space, when in fact the water surface is seldom 100% usable. Mr. Burghard ~'eported that he had directed the Planning Staff of the Village of Plainfield to consider some alternatives and bring the matter before the Village's Plan Commission so that some of these items could be discussed and then brought to the Village Board, and then eventually to the Park District, so that the Village may secure open space lands that are truly usable. The Joint Meeting between the Park District and the Village of Plainfield was adjourned at 8:45 p.m. The minutes were prepared by T. L. Burghard.
